Los Angeles* California November 13, 1953 Nr, Thomas A, Campbell Las Vegas Valley Water District 900 South 5th Street Las Vegas, Nevada Additions and Betterments to the Las Vegas Land and Water Company System____________ Dear Mr, Campbell: I have your letter of November 7th on the above subject* and I think there are a few matters which should be cleared up in connection with the proposal contained in your letter. for all contracts covering additions and betterments* the cost of which the Water District is obligated to pay under the outstanding contract between the Water District* the Railroads* and the Water Company, You will recall that the contract provides that we shall secure the approval of the Water District for all expenditures exceeding $2*000,00 for each individual job. It would seem unnecessary to secure three bids for such small jobs when we are not required* under the contract* to secure the approval of the District for such expenditures. operation of the Water Company in work of this nature. As you know* some of the larger subdividers have preferred to lay their own pipe lines* either through a subsidiary contracting company or through some outside contractor. In those instances it has been the practice heretofore for them to submit their plans and their contractor's estimate to Nr, Maag* who then reviews their estimates and makes up his own estimate based on the specifications shown in the contract so submitted to him. If the contractor's figure is lower than Hr, Haag's estimate* we accept the contractor's figure (subject to the approval of the District) and enter into a contract under Rule 9 for the customary refund based on that contract price.
