E B- My dear Senators I am writing to you in relation to two hills which you recently Introduced in the Senate on behalf of the Las Vegas Valley Water District and Basio Management, Inc* I have been furnished with a copy of your letter to Mr* Harry E. Miller, dated April 14, 1954, in which you point out certain objections which might be raised in connection with the proposed legislation* I have also been furnished with drafts of the proposed two bills as prepared by the bond counsel for the Las Vegas Valley Water District, but I do not know if these drafts are the same as those whioh were introduced by you* I would greatly appreciate several copies of each of the bills which you have introduced and will appre­ciate your sending directly to Mr* E. E* Bennett at 422 West 6th Street in Los Angeles copies of these bills* ^ It is true that the language in the drafts furnished to me is extremely broad* However, it seems to me that the grant of authority by Congress protects the government of the United States with a limitation that the lands to be granted under the legislation must be found to be necessary by the Secretary of the Interior, for the purposes set out in the bill* Consequently, the Secretary of Interior holds a definite check on the lands which might be conveyed under the legisla­tion and neither the Las Vegas Valley Water District nor Basie Management, Inc* could effect a conveyance of any lands Which the Secretary of Interior did not find to be necessary for the purposes described in the bills* Union Pacific Railroad Company is vitally concerned with the enactment of the proposed legislation since it is probable that the bond sale will not be effected until the passage of this legislation* You are, of course, aware of the desire of the railroad to soli the water company to the Water
