Renwick I am writing to you at the suggestion of Mr. Renwiek concerning an apparent unauthorized use of water from the pipe line serving Arden Nevada. I am informed by Special Agent David Warner that an unauthorized connection has been made with the water pipe line of the Company p e n d ing from Cottonwood Springs to Arden, Nevada, ^r.^axnex advises that the reputed owner of the property is Mr. Cy Rouch, who operates a Junk yard on land owned, or leased by him, in the vicinity of our pipe line. Mr. Warner attempted to have the pipe line connection engaged in a conversation with a man named Hilliard, who apparently is an employee of Mr. Rouch. Mr. Hilliard stated that the connection had been there since he flyst, came on the property some five months ago and his became quite belligerent. In fact, he ended the converse tion by entering a house located on the premises and re turned with a gun in his hip pocket and was clearly evident to our employees. He did not threaten anyone with the gun but his possession of the same ended the conversation. I understand that Mr. Rouch has previously requested permission to use water from our water line, ba* reauest has been denied. I further understand that the pipe line connection has only been in existence approximately two weeks instead of more Mr. Hilliard.
