    December 23, 1952 Memo to E. E. B.: Please refer to Section 8, where we are granting 15- foot easements for pipe lines. Mr. Maag calls my attention to the fact that in the Railroad yards many of the pipe lines are so located that there isn’t unencumbered space of 7i feet on each side thereof. Many of them are located just off the end of ties underlying railroad tracks. It seems to me that we shall have to qualify our grant of easement and perhaps grant licenses to use our property for the existing locations with a right of pass­age over the property to reach the pipe lines rather than grant definite easements which would perhaps require us to move facilities to make it possible for the District to use the full 15-foot width for maintenance. Also the question arises whether we would ever de­sire to have the pipe lines relocated and if so, who should bear the expense. Are these matters upon which you have had any nego­tiations with Leo McNamee? B.jCC. R.
