In your telegram K-S54, October 19th, which was in response to my telegram that date asking for the ap­proximate amount of increase in percentage of old rate, you replied, "sixty percent". It now develops that the increase amounted to only approximately thirty percent. Certainly, a more accurate estimate could have been arrived at when the question was raised last October. Apparently matters of this kind are not given the careful attention that they should have. It would be very much appreciated if more care would be used in these matters and avoid the necessity of making explanations afterward, which at the best are un­satisfactory. W» M. Jeff era, ?
