Ashby: Referring to your letter of August 25th, file 199» to Mr. Bracken, copy to me, and to Mr. Bracken's 29 reply of the th, concerning suggestion that we forego installation of the chlorinating plant which was authorized for the purpose of reclaiming water from Middle Springs, Las Vegas. I cannot agree with Mr. Bracken's recommendation. Production of Middle Springe has been measured a number of times at between 200,000 and J00,000 GPD, which is now flowing to waste. Because of vegetable contamination we oannot use this water without treatment, and it was to avoid waste that we secured authority for and, except for the labor situation would have completed installation of the chlorinating facilities. with the local newspapers and the radio in conducting an educational campaign to bring about conservation in use of water, and the campaign was quite successful. I do not see, however, how we can expect the public of Las Vegas to conserve water when in our own water producing field we countenance the deliberate waste of this large quantity. the Biltmore Addition, we were obliged to allow water to flow down the creek to comply with our deed requirement to furnish four miner's Inches to the Stewart Burial Tract. This requirement is now met by furnishing water from our distribution system. The Las Vegas Ranch is furnished with domestic water from a 3" well north of Fifth Street, and we are under no obligation to furnish water from the producing field for irrigation purposes. then, or even perhaps before that time, Kiddle Springs will cease to flow. Meantime, however, we should by all means produce this water and use It for domestic purposes.
