Dear Sir: Reference is made to your letter of October 29, 1954. It will not be possible for us to grant a permit under your recent application prior to the time fixed by law. Our experience in Las Vegas in granting relief to the Water Company and the City of North Las Vegas to drill wells without a permit was most unsatisfactory and we have had to take a definite stand that ho further deviations in the letter of the law will be made.
