Referring to your letter of January 10, 1952, file SO-11, commenting on Mr. Hulsizer’s letter to Mr. Stoddard of January 7th: Mr. Sutton has now responded to the Presiden t s inquiries of December, 10th and January 15th and hasTconfined his comments to the effect, tax-wise, of^the proposal set out in Mr. Hulsizer's letter of January 7th, but his comments are, as indicated in Note 1, page 2 of his letter, a copy of which I attach, conditioned on a determination being made that the Las Vegas Water District has the right to exercise a part of the sovereign power of the State of Nevada so as to 1 qualify as a political subdivision within the provisions of' Regulation 111 referred to. I will appreciate it if you will give this matter prompt consideration and advise^with respect to Mr. Sutton*s| query.
