14 PROCLAMATION — Re: Upon motion of Commissioner Bates, duly seconded by Commissioner Swimming Pool Bathouse Corradetti and carried by unanimous vote the following proclamation was ordered made; PROCLAMATION WHEREAS, the Board of City Commissioners of the City of Las Vegas did on January 6, 1945 proclaim the need for increased recreational facilities for the citizens of the community, particularly the children and WHEREAS, it was deemed necessary at that time to construct two (2) swimming pools for the City of Las Vegas, to meet in part the need for these recreation facilities, and WHEREAS, there has been authorized by ordinance duly enacted by the Board of City Commissioners, the issuance of $160,000 of general obligation bonds for the construction of said swimming pools in the City of Las Vegas, and WHEREAS, the increase in construction costs resulted in the committal or expenditure of the entire amount of said bond issue of $160,000 for the swimming pools, leaving no provision for financing the cost of constructing the bathhouse facilities required to serve the users of the swimming pools, and WHEREAS, adequate bathhouse and sanitary facilities are necessary to the proper operation of the swimming pools. NOW THEREFORE, by reason of the authority vested in the Board of Commissioners of the City of Las Vegas by Sub-Section 6 of Section 31 of the Las Vegas City Charter, approved March 16, 1911, as amended, the Board of City Commissioners do proclaim as follows: 1. That the City of Las Vegas, Nevada, construct the necessary bathhouse and sanitation facilities required for the proper operation of the two (2) swimming pools now under construction in said City of Las Vegas, Nevada. That the construc­tion of said additional facilities necessary to place said pools in a complete operat­ing condition, shall not cost in excess of $100,000.00 in total. That said $100,000.00 is the estimated cost of said construction as per report of the City Manager of the City of Las Vegas, Nevada. 2. That the City of Las Vegas, Nevada, shall issue bonds for the full sum of $100,000.00 to cover the cost of said construction; said bonds to be payable within twenty (20) years from the date of issuing the same, and to carry interest rate not in excess of 3% per annum,and to be payable from that fund to be known as the Swimming Pool Bond Fund, that all of said bonds outstanding after five (5) years from date of issue shall be callable on any interest payment date upon the discretion of the Board of Commissioners. The Board of Commissioners will pass an ordinance providing for the construc­tion of said bathhouse and facilities necessary to complete the swimming pools and place them in an operating condition, and for the assurance of bonds for said construction, at a regular meeting of said Board of Commissioners to be held_________7th day of ______March___________1947, at 2:00 P.M. of said date, in the City Hall, City of Las Vegas, Nevada, County of Clark, State of Nevada, at which time any parties having objection to said action of the Board of City Commissioners shall be present and make said reason known, if any, why said action should not be taken by the Board of City Commissioners of the City of Las Vegas, Nevada. Motion seconded by Commissioner Corradetti and carried by the following vote: Commissioners Bates, Corradetti and His Honor voting aye; noes, none. Absent: Commissioners Baskin and Clark. POLICE STATION Commissioner Bates moved that Change Orders heretofore made which Change Orders are as follows be corrected to conform to the proposed scheduled Corrected as submitted by the City Manager: Change Order #1 approved Oct. 22nd, still is #1 in the new set. December 7th Board Meeting: Change Order #2 dtd. December 5th in the amount of $5,875.70 is to be Change Order #4 in the new numbering system. Change Order #3 dtd. December 6th in the amount of $112.20 will now be Change Order #5 in the new numbering system. Credit Order #1 dtd. November 13th in the amount of $60.00 will now be Change Order #2 in the new number system. January 7th Meeting: Change Order #4 dtd. December l2th- no monetary change - will now be Change Order #6. Motion seconded by Commissioner Corradetti and carried by the follow­ing vote: Commissioners Bates, Corradetti and His Honor voting aye;
