    Motion seconded by Commissioner Fountain and the vote was as follows: Commissioners Fountain and Whipple voting aye; Commissioner Sharp and His Honor Mayor Gragson voting no. Absent: Commissioner Elwell. (This motion failed to carry). At this time, Herman Adams, Attorney for Mr. Sells, addressed the Commission stating that his client was not notified of any of these conditions and that he had merely been notified that Mrs. Ball had unintentionally made a misrepresentation. He added there were similar operations in the area and if it was going to be rezoned to C-2 as Commissioner Sharp had suggested, he could not see what damage this would do. Commissioner Sharp pointed out that he had made reference to this being considered for C-2 zoning. Commissioner Whipple stated that it might be some time before such a change might come about. Attorney Adams stated he would like to ask that this matter be held in abeyance. Commissioner Whipple moved the application of Jessie M. O'Day for a use permit to allow Virgil Sells to operate a wedding chapel at 222 South 2nd Street, legally described as Lots 22 and 23, Block 13, Clarks Las Vegas Townsite, in a C-1 zone, be referred to the Planning Commission for study in regard to the rezoning of this area. Motion seconded by Commissioner Sharp and carried by the following vote: Commissioners Fountain, Sharp, Whipple and His Honor Mayor Gragson voting aye; noes, none. Absent: Commissioner Elwell. NO PARKING ZONE Commissioner Fountain moved the request of the Southern Nevada Telephone Company for Las Vegas Blvd. South a No Parking Zone on the east side of Las Vegas Boulevard South beginning at the alley between Fremont and Carson and continuing south 165 feet, be approved as Approved recommended by the Traffic and Parking Commission. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Fountain, Sharp, Whipple and His Honor Mayor Gragson voting aye; noes, none. Absent: Commissioner Elwell. BID NO. 59.53 Commissioner Whipple moved Bid No. 59.53, Paving Bracken Avenue, Curb and Gutter, Paving Bracken Avenue Sidewalk and Valley Gutter, from 6th Street to 7th Street, be awarded to Wells Cargo, Inc., P. O. Box 430, Las Vegas, Nevada, in the amount of $3,500.20, as recommended Award - Wells Cargo by the Public Works Department. Motion seconded by Commissioner Fountain and carried by the following vote: Commissioners Fountain, Sharp, Whipple and His Honor Mayor Gragson voting aye; noes, none. Absent: Commissioner Elwell. TRAFFIC SIGNAL REVISION Director of Public Works Sauer advised the Commission that informal bid was received L. V. Blvd. South and on August 28, 1959, from the Nevada Electric Company in the amount of $1,075.00, for South Main Street the Traffic Signal Revision at Las Vegas Boulevard South and South Main Street. Mr. Sauer further advised that this one bid received exceeded the engineer's estimate Informal Bid Rejected by 45% and requested that this bid be rejected and approval be given for this work Work to be Performed to be performed by City Forces. by City Forces Commissioner Sharp moved the bid of the Nevada Electric Company, in the amount of $1,075.00, for the Traffic Signal Revision at Las Vegas Boulevard South and South Main Street be rejected and approval be given for this work to be performed by City Forces. Motion seconded by Commissioner Fountain and carried by the following vote: Commissioners Fountain, Sharp, Whipple and His Honor Mayor Gragson voting aye; noes, none. Absent: Commissioner Elwell. PUMP AND Director of Public Works Sauer advised the Commission that informal bids had been AUTO-TRANSFORMER CONTROL received on September 1, 1959, for a 60 H.P. Pump and Autotransformer Starting Control Municipal Golf Course for the Municipal Golf Course Sprinkling System and it was recommended that Item No. 1 Sprinkling System for the Pump be awarded to the Allen Water Well Company in the amount of $2,066.00; and Item No. 2 for the Autotransformer Starting Control be awarded to the Mason Award - Allen Water Electric Company in the amount of $1,510.00; recommendation made on the basis of low Well and Mason Electric bids. Commissioner Whipple moved the recommendation of the Public Works Department be approved and Item No. 1, 60 H.P. Pump, be awarded to the Allen Water Well Company in the amount of $2,066.00, and Item No. 2, Autotransformer Starting Control, be awarded to the Mason Electric Company in the amount of $1,510.00. Motion seconded by Commissioner Sharp and carried by the following vote: Commissioners Fountain, Sharp, Whipple and His Honor Mayor Gragson voting aye; noes, none. Absent: Commissioner Elwell. BID OPENING 59.57 This being the time heretofore set for Bid Opening No. 59.57 for the Installation of Traffic Signals at Traffic Signals at Charleston Boulevard and Highland Avenue, and Charleston Boulevard Charleston and Highland, and Bonanza Road, bid was received as follows: Bonanza and Highland Nevada Electric Company, Inc. $ 20,674.00 Referred to Public Works Commissioner Sharp moved the foregoing bid be referred to the City Manager and Director of Public Works for recommendation. Motion seconded by Commissioner Fountain and carried by the following vote: Commissioners Fountain, Sharp, Whipple and His Honor Mayor Gragson voting aye; noes, none. Absent: Commissioner Elwell. BID OPENING 59.58 This being the time heretofore set for Bid Opening No. 59.58 for the Street Repair Street Repair Contract Contract (1959-60), bid was received as follows: (1959-1960) Wells Cargo, Inc. $ 23,640.00 Referred to Public Works Commissioner Sharp moved the foregoing bid be referred to the City Manager and Director of Public Works for recommendation. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Fountain, Sharp, Whipple and His Honor Mayor Gragson voting aye; noes, none. 9-2-59
