UNDER BOARD, COMMITTEE, AND DIRECTOR REPORTS, SENATOR ELLIOTT MENTIONED THAT NO MEETING WAS SCHEDULED FOR THE BYLAWS COMMITTEE. SENATOR FITZPATRICK STATED THAT HIS NAME HAD BEEN TYPED INCORRECTLY AS "FITZPATRICK." SENATOR PRATT STATED THAT HE MADE REFERENCE TO ENGINEERING 199, NOT ENGLISH 199 IN HIS OPEN DISCUSSION. HE ALSO STATED THE "SHE" SHOULD HAVE BEEN "SHOULD." HE ALSO MENTIONED THAT KUNV SHOULD BE KOMP. THE MOTION TO APPROVE SENATE MINUTES 2 0-13 WAS APPROVED UNANIMOUSLY. ANNOUNCEMENTS SENATE PRESIDENT POLOVINA STATED THAT SHE HAD INTERVIEWS FOR THE SENATE SECRETARY POSITION YESTERDAY AND THAT SHE NARROWED THE FIELD DOWN TO 4 AND SHE MAY BE CONDUCTING SECOND INTERVIEWS. SHE ALSO STATED THAT SHE HAS TO LEAVE THE MEETING AT 5:00 P.M. AS SHE IS DUE AT ANOTHER ENGAGEMENT. V. BOARD, COMMITTEE, AND DIRECTOR REPORTS ORGANIZATIONS BOARD BUD BENNEMAN REPORTED THAT THE ORGANIZATIONS BOARD MEETING WENT WELL. HE STATED THAT IFC WAS TABLED AND THE ORGANIZATIONS VOTED AS TO WHETHER OR NOT THE IFC MET THE JUDICIAL COUNCIL RULING. THE ORGANIZATIONS VOTED 21 IN FAVOR, 13 OPPOSED, AND 22 ABSTENTIONS. HE ALSO STATED THAT THE JUSTICES HAVE BEEN GIVEN A CASE TO PUT AN INJUNCTION AGAINST THE APPROPRIATIONS BOARD. BYLAWS COMMITTEE CHAIRPERSON ELLIOTT STATED THAT THE COMMITTEE MET AND THE FOLLOWING CHANGES WERE MADE TO BILL #5: EVERYTHING BUT ITEM G OF THE EXISTING BYLAW #4 WILL BE DELEATED. ITEMS A,D,E,F WILL BE NO LONGER IN EFFECT. B,C WILL BECOME A,B AND G WILL BECOME C. ENTERTAINMENT AND PROGRAMMING SENATOR BUNIN STATED THAT THERE WILL BE A DANCE HELD ON MARCH 3OTH TO KICK OFF SPRINGFEST. HE STATED THAT THEY'RE STILL WORKING ON GETTING ARSENIO HALL FOR SPRINGFEST. CSUN BUSINESS MANAGER LARRY HOLMES STATED THAT HE'S REVIEWING THE EXISTING POLICIES AND PROCEDURES AS TO WHAT CSUN DOES. HE ALSO MENTIONED THAT HE HAS HEARD THAT STUDENTS ARE TRYING TO CALL THE PURCHASING AND CONTROLLERS OFFICES TO FIND OUT WHERE THEIR CHECKS ARE. HE STATED THAT PEOPLE ARE ORDERING SUPPLIES WITHOUT HAVING THE PAPERWORK FROM MARRIOTT. HE ALSO SAID THAT HE WOULD APPRECIATE SUGGESTIONS AS TO WHAT THE SENATORS WOULD LIKE TO SEE FROM THE BUSINESS OFFICE. STUDENT SERVICES ASSISTANT DIRECTOR MARLO MENEZ STATED THAT HANDICAP AWARENESS DAY WOULD BE NEXT WEDNESDAY. SHE SAID THAT SHE WAS GETTING READY FOR THE UPCOMING BOSTON TRIP. SHE ALSO STATED THAT THE LECTURE NOTE SERVICE IS GOING WELL. KUNV ROB ROSENTHAL REPORTED THAT $2,600 HAD BEEN BROUGHT IN LAST V. BOARD, COMMITTEE AND DIRECTOR REPORTS (CONTINUED) KUNV WEEK TO THE STATION. HE MENTIONED THAT FLORENCE RESIGNED AND WILL BE LEAVING AT THE END OF THE MONTH. THERE WILL BE A GOING AWAY PARTY FOR HER ON THE 2 9TH OF MARCH. HE STATED THAT THE FUND RAISING DRIVE RAISED $19,000 IN PLEDGES. OSI JAMAL ALLEN STATED THAT INPUT IS NEEDED FOR THE SUGGESTION BOX AS TO WHERE TO PUT IT. SHAC BRANDI HOFFMAN STATED THAT THE RAPE PREVENTION SEMINAR WILL BE HELD ON SATURDAY FOR THE DORM STUDENTS. IT WILL BE HELD FOR THE STUDENT AT LARGE THE FOLLOWING WEEK. HELP FROM THE SENATORS IS NEEDED. THE NEXT MEETING WILL BE MONDAY AT 11:15. APRIL 4TH IS HEALTH AWARENESS DAY. PUBLICATIONS BOARD DAN BUNIN STATED THAT HIS BOARD APPROVED A NEW OPERATING POLICY AT THE NEXT MEETING. HE ALSO MENTIONED THAT IF ANYONE KNEW OF ANYONE INTERESTED IN BECOMING QUICKSILVER EDITOR THAT THEY SHOULD APPLY. HE FURTHER STATED THAT THE PRINT YEARBOOK WILL NEED A DARKROOM. NEVADA STUDENT AFFAIRS MIKE KENNEDY DISCUSSED THE PROPOSAL FOR THE EXTENDED LIBRARY HOURS AND THE COST WILL BE $2992. HE ALSO STATED THAT THERE IS A POSSIBILITY THAT UNLV WILL HOST SITE FOR THE US STUDENT ASSOCIATION CONFERENCE. ELECTIONS BOARD PAIGE ZIELINSKI STATED THAT CAMPAIGNING FOR THE GENERAL ELECTION WILL BEGIN ON MARCH 21ST AT 9 A.M. THE GENERAL ELECTION WILL BE HELD ON APRIL 5TH AND 6TH. A DEBATE AMONG THE TWO PRESIDENTIAL CANDIDATES WILL BE HELD POSSIBLY A WEEK PRIOR TO THE ELECTIONS. SHE MENTIONED THAT OVER 1100 PEOPLE VOTED IN THE PRIMARY ELECTIONS. JUDICIAL COUNCIL CHIEF JUSTICE DAN WALL REPORTED THAT THE J.C. WILL BE MEETING ON FRIDAY AT 5:30 P.M. TO REVIEW THE PRIMARY ELECTION. THERE HAS BEEN A COMPLAINT SUBMITTED AGAINST BY PAUL PRATT. THERE IS ALSO A CASE OF MARTIN DUPALO AGAINST B.J.1S DOG FOR ALLEGEDLY BEING IN THE MSU. VI. EXECUTIVE BOARD NOMINATIONS A. APPROVAL OF JULIA RAMSEY AS A MEMBER OF THE STUDENT SERVICES BOARD. VII. KARA KELLY WAS NOMINATED THERE WAS A MOTION TO CLOSE NOMINATIONS BY SENATOR YNIGUES. IT WAS SECONDED BY SENATOR BENNEMAN. THE MOTION CARRIED WITH 13 IN FAVOR, 1 OPPOSED AND 1 ABSTENTION. THERE WAS A MOTION BY SENATOR ROSENBERG TO TABLE THE ITEM. IT WAS SECONDED BY SENATOR BENNETT. THERE WERE SEVERAL OBJECTIONS TO THE MOTION TO TABLE. THE OBJECTION MOTION FAILED WITH 5 IN FAVOR, 9 OPPOSED, AND 1 ABSTENTION. THE MOTION TO TABLE UNFINISHED BUSINESS ITEM B FAILED WITH 9 IN FAVOR, 6 OPPOSED AND NO ABSTENTIONS. THERE WAS A MOTION BY SENATOR BENNEMAN TO HAVE EACH OF THE CANDIDATES SPEAK FOR TWO MINUTES FOLLOWED BY AN UNLIMITED QUESTION AND ANSWER SESSION. THE MOTION WAS SECONDED BY SENATOR BUNIN. THERE WAS AN OBJECTION TO THE MOTION. THE OBJECTION FAILED WITH 9 IN FAVOR, 6 OPPOSED AND 0 ABSTENTIONS. THE VOTE ON THE MOTION TO ALLOW THE CANDIDATES TO SPEAK FAILED WITH 6 IN FAVOR, 9 OPPOSED, AND 0 ABSTENTIONS. C. APPROVAL OF SENATE BILL #5. MOTION TO APPROVE BY SENATOR ELLIOTT. SECONDED BY SENTOR BENNETT. THE MOTION CARRIED UNANIMOUSLY. VIII.NEW BUSINESS A. APPROVAL OF EXECUTIVE BOARD NOMINATIONS MOTION TO APPROVE BY SENATOR COLEBROOK. SECONDED BY SENATOR PRATT. MOTION CARRIED WITH 14 IN FAVOR, NO OPPOSED, AND 1 ABSTENTION (RAMSEY). B. APPROVAL OF $2,992 OUT OF THE 904 ACCOUNT TO PERMIT THE LIBRARY TO EXTEND ITS HOURS OF OPERATION. OPEN DISCUSSION TONY ZUIKER (FROM THE GALLERY) STATED THAT HE WAS SELLING DICE BASKETBALL GAMES WITH THE PROCEEDS GOING TOWARD HELPING VALERIE PIDA PAY FOR HER MEDICAL EXPENSES. CSUN IS GOING TO PURCHASE $500.00 WORTH. THE GAMES ARE $20.00 EACH. SENATOR ROSENBERG HAD NO OPEN DISCUSSION. SENATOR BENNETT STATED THAT THE DICE BASKETBALL GAMES WERE A GOOD IDEA. HE SAID THAT IT WASN'T FAIR FOR THE ARTS AND LETTERS NOMINEES TO CLOSE THE NOMINATIONS AND GO DIRECTLY INTO A VOTE. SENATOR FIELD STATED THAT SHE WANTED TO KNOW WHO IS GETTING PAID FOR WHAT AND WHEN FOR THE LIBRARY. SHE SAID THAT SHE BELIEVED IN WAITING A WEEK ON THE ELECTIONS. SENATOR COLEBROOK SAID THAT HE LIKED THE IDEA OF BUYING THE GAMES. HE SAID THAT THE GAME WOULD BE ON AT 6:00 P.M. TONIGHT AND THAT HE HOPED THAT THE REBELS WOULD WIN. HE ALSO MENTIONED THAT SENATOR PRATT WAS THE BEST DRESSED SENATOR. IX. OPEN DISCUSSION SENATOR PRATT STATED THAT DAVID INMAN WAS ALIVE AND WELL AND IN JAIL. SENATOR RAMSEY STATED THAT THE ARTS AND LETTERS SEAT HAD BEEN OPEN FOR 3 WEEKS AND THAT WAS MORE THAT ENOUGH TIME. SHE ALSO STATED THAT SHE THOUGHT THAT THE IDEA OF THE DICE BASKETBALL GAME WAS GREAT. SENATOR GONZALEZ THAT HE WAS IN AGREEMENT WITH SENATOR RAMSEY IN REGARDS TO THE VACANT SENATE SEAT. HE ALSO STATED HE WAS AWARE OF THE FACT THAT TONY ZUIKER WAS INVOLVED IN A LOT OF FUNDRAISING EFFORTS LIKE THAT FRO VALERIE PIDA AND CHRISTIAN FISCHER. SENATOR BUNIN STATED THAT HE HAD ENCOUNTERED MARTIN DUPALO IN THE STUDENT UNION AND HE SAID SOMETHING TO MARTIN WHICH WAS UNDER HIS FIRST AMENDMENT RIGHTS. MARTIN SUBSEQUENTLY FILED A COMPLAINT AGAINST HIM TO THE GRIEVANCE COMMITTEE. HE STATED THAT HE WILL BE FILING A COUNTER-COMPLAINT AGAINST MARTIN ON THE GROUNDS OF HARRASSMENT. SENATOR SWANK FELT THAT THE ARTS AND LETTERS SEAT BEING OPEN 3 WEEKS WAS LONG ENOUGH. HE HAD QUESTIONS REGARDING THE UP AND COMING CREATION OF THE NEW PERFORMING ARTS COLLEGE AND HOW THE REAPPORTIONMENT WOULD WORK. HE SAID THAT IN REGARDS TO THE LIBRARY THAT THIS UNIVERSITY IS FAR BEHIND. HE SAID THAT MAYBE THE LIBRARY PERSONEL COULD GET BOOKS FOR THE STUDENTS DURING THE EXTENDED HOURS. HE STRESSED THAT THE CASE AGAINST B.J.'S DOG IS PERMISSIBLE BECAUSE THE DOOR TO THE STUDENT UNION DOES SAY THAT NO DOGS ARE ALLOWED. SENATOR BENNEMAN SAID THAT THE CONTROVERSY ABOUT THE ORGANIZATIONS BOARD IS GOING TO BEGIN WITH THE DECISION BY THE ORGANIZATIONS BOARD TO ACCEPT THAT THE IFC MET THE J.C. CRITERIA. HE SAID THAT HE FELT THAT IT WAS NOT FAIR FOR ALL OF THE ORGANIZATIONS TO HAVE TO PAY FOR THE ACTIONS OF ONE PERSON. HE SAID HE UNDERSTOOD PRATT'S CASE BECAUSE SIGMA NU DID NOT GET ANYTHING RECTIFIED. HE MENTIONED THAT THE SENATORS SHOULD BE AROUND MORE IN ORDER TO HELP THE STUDENTS. CHIEF JUSTICE DAN WALL STATED THAT THE JUDICIAL COUNCIL ASKED FOR THE POLICY TO BE RETRACTED. IF THE ORGANIZATIONS DECIDED TO HAVE MERCY, THEN THE ORGANIZATIONS DIDN'T HAVE THE RIGHT TO DO IT. SENATOR BENNEMAN STATED THAT IT WAS A VOTE OF MERCY. SENATOR FITZPATRICK HAD NO OPEN DISCUSSION. IX. OPEN DISCUSSION (CONTINUED) SENATOR ELLIOTT STATED THAT SHE HAD NO OPEN DISCUSSION. SENATOR YNIGUES STATED THAT AS FAR AS THE IFC THING WAS CONCERNED, HE FELT THAT THE ORGANIZATIONS BOARD WAS INTELLIGENT ENOUGH TO VOTE ON A MATTER LIKE THIS. HE SAID THAT HE LIKED THE IDEA ABOUT THE GAMES THAT CSUN WAS BUYING. HE SAID THAT, IN REGARDS TO THE GRIEVANCE COMMITTEE COMPLAINT, THAT HE THOUGHT THAT HE WAS OUT OF THE MILITARY AND THAT HE DIDN'T SIGN ANYTHING THAT STATED THAT HE HAD TO ABIDE BY CERTAIN RULES. HE SAID GOODBYE TO EUGENE. SENATOR KERSHAW STATED THAT SHE FELT THAT STUDENT SERVICES NEEDED TO BE OPENED 24 HOURS A DAY FOR THE STUDENTS IN RESIDENTIAL LIFE. SHE STATED THAT THE STUDENTS EMPLOYED IN THE STUDENT SECURITY PROGRAM ARE NOW RIDING AROUND CAMPUS ON BICYCLES AS THE CARTS GOT WRECKED. SENATOR SMITH STATED THAT SHE HAD APPLICANTS FOR THE VACANT ARTS AND LETTERS SEAT AND THAT THEY COULDN'T MAKE IT TO TODAY'S MEETING. SHE STATED THAT RODERICK AND HER WERE GOING TO THE CONFERENCE THIS WEEKEND. VICE PRESIDENT PRO-TEMPORE TAMMY FOUNTAIN STATED THAT SHE WAS SORRY THAT SHE WAS LATE. SHE MENTIONED THAT THE APPROPRIATIONS BOARD WILL MEET MONDAY AT 5:15 P.M. IN THE FIRESIDE LOUNGE. FORMS FOR FUNDING ARE DUE BY THIS FRIDAY AT 5:00 P.M. THE MEETING WILL BE HELD IF WE MAKE QUORUM. SHE STATED THAT VOTING WILL TAKE PLACE AT THE NEXT MEETING OF THE TEACHER'S EXCELLENCE AWARD COMMITTEE. PRESIDENT BUNIN STATED THAT HE WAS GLAD TO BE ABLE TO BUY THE GAMES. HE SAID THAT WE SHOULD PROBABLY MAKE THE STUDENTS IN THE STUDENT SECURITY PROGRAM GET DRIVER'S LICENSES IN ORDER TO ALLOW THEM TO DRIVE CARTS. HE THANKED THE SENATE FOR THE LIBRARY FUNDING. HE SAID THAT HE WAS PROUD OF SIGMA NU FOR NOT DOING WHAT THEY WERE ACCUSSED OF. HE STATED THAT MARTIN SHOULD BE CHARGED WITH HARRASSMENT FOR ALL OF THE PETTY CASES THAT HE HAS FILED. HE SAID THAT THE GRIEVANCE COMMITTEE IS PROBABLY NOT GOING TO FIND THE CASE VALID. HE STATED THAT THE STUDENTS WILL GET 50 YARD-LINE SEATING IN THE SILVERBOWL. SENATE PRESIDENT POLOVINA STATED THAT SENATORS SHOULD CHECK THEIR AGENDAS AND SHOULD GET THEIR NOMINEES TO APPLY IN A TIMELY MANNER. SHE STATED THAT THERE WOULD BE A PARLIAMENTARY PROCEDURE SEMINAR ON MARCH 31ST WHICH BEGINS AT ABOUT 8:00 A.M. ALL INTERESTED SENATORS SHOULD SEE HER SO THAT THEIR NAMES COULD BE SUBMITTED. X.
