Mr. Beebe * a letter n t again read before the Directors and discussed at length. Mr. Miller then made a notion, seconded by Mr. Underhill, that the District engage the services of the lav fin* of O'Melveny and Myers, for the work as outlined ki that firm*s letter and recommended payment of the initial retainer of $1,000.00. The notion vas carried unanimously. Mr. Beebe appeared before the Board at 3:45 P.M. and gave the Directors an outline of the problems as he saw them. He mentioned his consultation with Mr. Julian Moore, General Services representative at Henderson, that morning, during which conference he informed himself as to the various links in the chain of title which exists to the Henderson properties. Mr. Beebe stated that he did not, at the present, see any need of his services in the negotiations with las Vegas Land and Mater Company purchase, nor with natters connected with water service to Nellis Air Base; but he did see pressing importance in the preparations to be made for the acquisition of tie 40-inch pipe line from Lake Mead to Henderson, and the water facilities at Henderson. He stated that his firm, O'Melveny & Myers, is bond consultant to the Department of Water and Power of the City of Los Angeles, and its history runs back to its initial practice in the 90*s. He mentioned the 20*s as a time when his firm began giving special attention bo bond issues. The Boed havfag, by formal aotlaj decided to engage the firm of O'Melveny A Myers, a District check for $1,000.00 as the initial retainer fee was tendered to Mr. Beebe, and accepted. Mr. Beebe assured the Directors that he would proceed with diligence on the problems to be faoed in dealing with the Nevada-Colormdo River Commission ard the General Services Administration of the Government, relative to the acquisition of the water facility at Henderson. Mien Mr. Beebe asked about the assessed valuation of the land and lmprevementf, etc., within the borders of the Water District, the Dksctors informed him that the total valuation was very roughly in the neighborhood of $40,000,000. But, to determine the amount within a close approximation, Mr. Miller stated that the County Assessor would have to make the search. Mr. Miller was asked to intf^duce the Hang; er to the Assessor so that arrangements could be made for the valuation total to be extracted from the records in that office. The Board then discussed the problems at Nellis Air Base as to the need of additional water, and the present dfctus of the efforts to gat more water. It appeared, as related by President Campbell, that the Contending Officer of Nellis Air Base had written a letter to higher headquarters asking for an engineering study of the water needs at the Base, but that letter came back to the Base with .instructions to proceed and make their own study. Meantime, Captain Toung had succeeded Majer Toler at the Base as Installations Officer, and had been delegated to make the etudyfa-the Base. The suspense date on their report was August 26th. It was, therefore, decided to be an inopportune time to askfor Senatorial help in the matter, sice the High Headquarters of the Air Forces in Washington could, with reason, reply to the Senator that they (at the time) knew of no water shortage having been repated at Nellis Air Base. Captain Young had promised to show the District a copy of ths report when prepared for forwarding, and not until then, or shortly afterwards, did the Directors feel that efforts might be wisely made to get action through the Senior Senator from Nevada. Mr. Casbnan offered to arrange a meeting for himself and other members of the District B oard with Senator McCarran's Secretary, Eva Adams, who is presently in Las Vegas, so that she might be informed as to the urgent need of help when the time coses to call on the Senp&qf"for assistance.
