ORDINANCE NO. 637 AN ORDINANCE TO AMEND SECTION 406 OF ORDINANCE NO. 520, ALSO KNOWN AS THE UNIFORM PLUMBING CODE, 1952 EDITION, BY PROVIDING FOR CLEAN OUT VALVES AND THEIR LOCATIONS; PROVIDING FOR OTHER MATTERS PROPERLY RELATED THERETO; PROVIDING PENALTIES FOR THE VIOLATION THEREOF; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CON­FLICT THEREWITH. The Board of Commissioners of the City of Las Vegas do ordain as follows: SECTION 1. Section 406, of Ordinance No. 520 also known as Section 406 of the Uniform Building Code, 1952 Edition is hereby amended to read as follows: (a) Each four (4") inch Horizontal House Drainage Pipe shall be provided with a cleanout at its upper terminal, with the exception of concrete floors where a line cleanout shall be installed not more than three (3‘) feet from the foundation. This applies to private residences only. On commercial work a cleanout shall be installed at the upper terminal of all horizontal drainage and waste lines. All drainage and waste lines smaller than four (4) inches shall have a cleanout at the upper terminal regardless of the type of structure. (b) Each change in direction of horizontal drainage pipe shall be served by a cleanout if such change of direction exceeds twenty-two and one-half (22½°) degrees from a straight line, except no cleanout shall be required for not to exceed one forty-five (45°) degree change of direction or one forty-five (45°) degree offset. (c) Each cleanout shall be installed so that the cleanout opens in a direction opposite to the flow of the soil or waster, or at right angles. (d) Each cleanout extension shall be considered as drainage piping and each ninety (90°) degree clean­out extension shall be extended from a "Y" type fitting or other approved fitting of equivalent sweep. (e) Each cleanout for an interceptor shall be outside of such interceptor. (f) Each cleanout, unless installed under an approved cover plate, shall be above grade and readily ac­cessible, and so located as to serve the purpose for which it is intended. (g) Each cleanout shall be so installed that there is a clearance of not less than eighteen (l8") inches in front of the cleanout. A cleanout under any portion of a building which is within eighteen (18") inches of the ground shall be extended up to, or above the finished floor level directly above the place where the cleanout is required, or the cleanout shall be extended outside of the building. (h) Cleanout fittings shall be not less in size than that given in Table 1 of Sec. 207 of this code. SECTION 2. All ordinances or parts of ordinances in conflict herewith are hereby repealed. SECTION 3. Any person, firm or corporation violating any of the provisions of this ordinance shall be deemed guilty of a misdemeanor and upon conviction thereof shall be punishable by a fine of not to exceed five hundred dollars ($500.00) or by imprisonment in the City Jail for not to exceed six (6) months, or by both such fine and imprisonment. Each separate day or any portion thereof during which any violation of this ordinance occurs or continues shall be deemed to constitute a separate offense, and upon conviction thereof shall be punishable as herein provided. SECTION 4. This ordinance shall be in full force and effect upon its final reading and adoption, and final publication as in the next section provided. SECTION 5. The City Clerk and the Clerk of the Board of Commissioners of the City of Las Vegas shall cause this ordinance to be published once a week for two successive weeks immediately following its first reading and adoption in the Las Vegas Review Journal, a daily newspaper published in the City of Las Vegas.
