' There i s no l i m it a s to the amount of bonded in d e b te d n e ss the C ity can in cu r fo r th e purpose of p ro cu rin g s u p p lie s of w a ter. The se c tio n provides th at the Board of City Com­m issioners s h a ll have the power to acquire or e s ta b lis h any public u t i l i t y in the man er th erein provided, and the procedure to acquire same would be as follow s: The Board is s u e s a p ro cla m atio n s e t t i n g f o r t h b r e i f l y the p u b lic u t i l i t y proposed to be a c q u ire d , th e estim a te d c o s t th e r e o f as shown by th e r e p o r t provided by the Board and Mayor or an en gin eer or p a rty ap p oin ted by the board fo r th a t purpose, the proposed bonded in d eb ted ­n ess to be in cu rre d t h e r e f o r , the te rm s, amount, r a t e o f i n t e r e s t , and tim e w ith in which redeem able and on what fund. The p ro cla m a tio n i s p u b lish ed once a week fo r th r e e s u c c e s ­s iv e weeks in a news paper and s t a t e s th e d ate o f the m eet­in g a t which th e Board w i l l p ass th e ord in an ce p ro v id in g fo r the bond is s u e . th e tim e f i x e d , th e Board p roceed s to e n a ct an ordinance fo r such p u rp ose, which s h a ll conform in a l l r e s p e c ts to th e term s and c o n d itio n s of the p re v io u s­l y p u b lish ed p ro c la m a tio n .
