OFFICE OF THE CITY CLERK CITY OF LAS VEGAS, CLARK COUNTY, NEVADA. DECEMBER 8th, 1938 Minutes of a recessed regular meeting of the Board of Commissioners of the City of Las Vegas held on the 8th day of December, 1938 at the hour of seven o'clock P.M. Present Mayor Marble, Commissioners Ronnow, Luce, Krause and Corradetti, City Attorney and City Clerk Attorney Ham appeared before the Board and ask that the location of the Overland Bar be held open for operation as a Tavern since the fore closure of said tavern by the owners of the building. Said foreclose affecting the license granted to Harry Anderson for operation in said Building. The Clerk read to the Board a letter from Mr. Anderson asking that he be permitted to transfer said license to the Northern Club since the foreclosure on the location held by him in the Overland Hotel. Mayor Marble informed the interested parties that this matter would be considered at a meeting to be held in the near future. This being the time set for hearing the cases of the Rose Distributing Company, Peter Pansey and Ethel Rapoport and a large number of interested persons being present per mission was secured from the Sheriff to hold the meeting in the County Court House. Thereupon on motion of Commissioner Luce seconded by Commissioner Corradetti it mas moved and carried that the meeting adjourn to the District Court Room in the County Court House. Vote Commissioners Ronnow, Luce, Krause, and Corradetti and His Honor the Mayor voting- aye. Noes, none. There upon the meeting recessed to convene in the Court Room. Mayor Marble opened the meeting and informed those present that this was a hearing and in no way to be conducted as a court. Mrs. Malon Brown was present to take down and prepare transcript of said meeting which is to be filed in the Clerk's Office for reference. Mr. John Cahlan as Probation Officer questioned Clinton Goodwin, a minor, as to where and when liquors were purchased by himself other minors. On motion of Commissioner Ronnow seconded by Commissioner Corradetti it was moved and carried that Ethel Rapoport be excused from any questioning at this time as no evidence had been presented showing the sale of liquors from her place of business to minors. Vote Commissioners Ronnow, Luce, Krause and Corradetti and His Honor the Mayor voting aye. Mr. Pansey was not present for questioning being absent from the City this date. After some questioning Clinton Goodwin stated positively that John Rose of the Rose Distributing Company had sold him wine. Mr. Rose denied this. No definite action was taken on this matter, revoking or canceling any licenses. On motion of Commissioner Luce Seconded By Commissioner Ronnow it was moved and carried that the meeting recess and adjourn until Wednesday the 14th day of December, 1938 at the hour of seven o'clock P.M. DECEMBER 14th, 1938 Minutes of a recessed regular meeting of the Board of commissioners of the City of Las Vegas Clark County, nevada held on the 14th day of December, .1938 at the hour of seven o'clock P.M. Present Mayor Marble, Commissioners Ronnow, Luce and Krause City Clerk and City Attorney. Absent Commissioner Corradetti. This being the time when Ordinance No. 244 should came before the Board for second reading and adoption said ordinance entitled, "AN ORDINANCE OF THE CITY OF LAS VEGAS LICENSING FOR THE PURPOSE OF REGULATION AND REVENUE EVERY KIND OF LAWFUL BUSINESS HEREINAFTER SPECIFIED TRANSACTED OR CARRIED ON WITHIN THE CORPORATE LIMITS OF THE CITY OF LAS VEGAS, STATE OF NEVADA FIXING THE RATES OF LICENSE TAX UPON THE SAME AND PROVIDING FOR THE COLLECTION OF SAID LICENSE TAX, AND A PUNISHMENT FOR CARRYING ON OR CONDUCTING ANY SUCH BUSINESS WITHOUT A LICENSE AND REPEALING ORDINANCES NUMBERED 1,2,4,13,14,35, 48, 62, 74,75, 81, 95, 102, 105, 108, 112, 117, 145, 184, 192, and 243" was read for the second time and adopted by the following vote: Commissioners Luce and Krause and His Honor the Mayor H.P. Marble voting aye. Commissioner Ronnow voting No. Absent Commissioner Corradetti. At this time Mayor Marble instructed the Clerk to read to the Board a statement of Attorney Marshall regarding the sale of liquors to minors and the hearing on said case held at a recessed regular meeting of the Board December 8th. Said report was ordered filed with the Clerk. The Board set the date of December 21st 1938 as the time to hear the charges against Peter Pansey. Said charges being the sale of liquors to minors. Mr. White of the State Health Board was present and informed the Board that his department would cooperate in every possible in health and sanitation problems in the City.
