REBEL RADIO STATION STATEMENT OF RESPONSIBILITY AND MISSION I. Introduction The University of Nevada, Las Vegas, Student Government (CSUN) recognizes the importance of a student run radio station. The purpose of the Rebel Radio Station is to establish and maintain an atmosphere of encouragement for students and student activities in regards to radio broadcasting. CSUN shall bear the sole authority over the Rebel Radio Station. Therefore, CSUN will manage the day-to-day operations of the Rebel Radio Station through the Student Body President, who will delegate responsibility to the student manager of the Rebel Radio Station. Furthermore, it is understood that the responsibility of Rebel Radio Station shall be governed by the canons of responsible broadcasting. Let it be further known and stated here, that in each broadcast of the Rebel Radio Station, the opinions expressed by the broadcasters of the Rebel Radio Station are not necessarily those of the University of Nevada, Las Vegas, CSUN, the Radio Rebel Executive Committee, and the student body. The CSUN Rebel Radio Station shall be student funded, student governed, and student centered, and is a branch of CSUN Student Government and shall at all times be in compliance with all Board of Regents, UNLV and CSUN policies and procedures. The Rebel Radio Station will further comply with applicable federal and state laws and regulations. The CSUN Rebel Radio Station shall be governed by the Executive Committee hereafter referred to as the Committee. The Committee shall oversee the station's operations. The Committee shall have authority to dictate programming of the Rebel Radio to the CSUN Rebel Radio Director. The CSUN Rebel Radio Station shall perform its duties within the policies set forth by the Committee, which shall be in compliance with the operations and goals of CSUN Student Government. II. Goals and Purposes Serve as a student activity by CSUN to enrich the co-curricular life of UNLV students. Develop and air programming that will inform students, faculty, staff, and the community about activities that relate to campus life, CSUN and student groups officially recognized by CSUN, university functions, and community affairs. Provide UNLV students the opportunity to work in a fully student-run radio station, under the aegis and control of CSUN Student Government. Offer opportunities for qualified students to provide entertainment programming tailored to the diverse student body and the local community. ( III. Structure A. Rebel Radio Operating Staff The operations staff of the CSUN Rebel Radio will consist of CSUN Director of Rebel Radio, CSUN Assistant Programming Director, CSUN Assistant Operation/Production Director, CSUN Assistant Campus News Director, and CSUN Assistant Advertisement Director. CSUN Rebel Radio Director 1. Be nominated and endorsed by the Executive Board prior to Senate approval. 2. The CSUN Rebel Radio Director shall be an undergraduate in good standing within their college and follow all CSUN Director grade policies and verification. 3. Administer to, execute for, and preside overall matters related to Rebel Radio. 4. Serve as the spokesperson for Rebel Radio. 5. Act as a liaison between the university media, local media, and CSUN only on matters relating to Rebel Radio and within in the boundaries of its responsibilities. 6. Nominate the assistant directors for approval by the Executive Board and the Student Senate, when deemed necessary. 7. Shall request and coordinate a staff to complete prescribed goals and objective described herein, when deemed necessary. 8. Fulfills duties of Assistant Directors in their absence. 9. In the event of vacancy in the office of the Rebel Radio Director, the Assistant Directors will move up in order of the list below. Rebel Radio Assistant Directors The Assistant Directors shall all be undergraduate in good standing within their college and follow all CSUN Assistant Director grade policies and verification. Assistant Programming Director 1. Supervise and coordinate the programming for radio station; creates monthly broadcasting schedule. 2. Supervises and monitors all program operations activities. 3. Ensures that all programming activities are conducted with the Rebel Radio Station's mission and goals, and which shall be in coordinate with CSUN's mission and goals. 4. Makes programming decisions and adjustments according to student response and other factors. 5. Work collaboratively with student disc jockeys to create quality programming. 6. Reports to the C SUN Director of Rebel Radio. Assistant Operations/Production Director 1. Directs, coordinates, and supervises the broadcast production department for on- and -off projects: develops programs, provides creative and logistical guidance to producers and other production staff. 2. Coordinates activities of personnel engaged in preparation of the station schedules. 3. Prepares schedules for talent and assigns talent to broadcast periods. 4. Reports to the CSUN Director of Rebel Radio. Assistant Campus News Director 1. Complies, dispenses, and files news stories and related copies with Program and Operations director. 2. Telephones people involved in news events to obtain further information or to arrange for on-air or background interviews. 3. Files and retrieves new stories and public service announcements. 4. Will focus on news, campus sporting events and student activities. 5. Reports to the CSUN Director of Rebel Radio. Assistant Advertisement Director 1. Plans and directs activities to secure and maintain advertising the Rebel Radio Station. 2. Identifies prospective corporate funding sources for proposed funding. 3. Reports to the CSUN Director of Rebel Radio. B. The Executive Committee: ( The Executive Committee shall consist of the following seven (5) voting undergraduate members: CSUN Student Body President CSUN Student Body Vice-President CSUN Senate President One (1) CSUN Urban Affairs Senator One (1) CSUN Senator The members of the CSUN Senate shall choose the two (2) CSUN Senators. In addition to the voting members, there are four (4) non-voting members: the Business Manager for Student Activities, a staff member from Division of Student Life, CSUN Rebel Radio Director and one staff member from KUNV. These members are not serve as an advisor but as a resource of information and experience for the undergraduate members of the Executive Committee. The Chairman of the Executive Committee shall be the CSUN Student Body President. The Vice-Chairman must be one of the undergraduate members from CSUN Student Government. revenue for broadcast The Committee shall report to the CSUN Executive Board on a monthly basis and the CSUN Senate on a monthly basis. A monthly memo shall also be sent to the Dean of the Greenspun College of Urban Affairs. I l l Financial Support The Executive Committee shall receive at the beginning of each fiscal year, a portion of the student fee revenue allocated to the CSUN Student Government. That amount will be first be approved by the CSUN Executive Board and then approved by the CSUN Senate. In addition to the funding, CSUN Student Government shall maintain ownership of all equipment in use by the Rebel Radio Station. It is understood that CSUN will be responsible for all maintenance, additions and replacements of this equipment. IV. The Rebel Radio Station shall provide Student Government with one hour of advertisement per day, which may be divided into multiple smaller daily air time during the Rebel Radio Station broadcast with the approval of the CSUN Student Body President and CSUN Director of Rebel Radio to broadcast during the calendar year. V. CSUN shall presume all authority over the Rebel Radio Station, the Rebel Radio Station shall assume all responsibility for the contents of broadcasts as stated in Article I of this resolution. VI. Amendments to this resolution shall require approval by a two-thirds (2/3) vote of the CSUN Senate. Financial reporting to the Senate is required at the first meeting of each month by the business manager. C. The CSUN Rebel Radio Station shall be governed by the Executive Committee hereafter referred to as the Committee. The Committee shall oversee the station's operations. The Committee shall have authority to dictate programming of the Rebel Radio to the CSUN Rebel Radio Director. The CSUN Rebel Radio Station shall perform its duties within the policies set forth by the Committee, which shall be in compliance with the operations and goals of CSUN Student Government. II. Goals and Purposes Serve as a student activity by CSUN to enrich the co-curricular life of UNLV students. Develop and air programming that will inform students, faculty, staff, and the community about activities that relate to campus life, CSUN and student groups officially recognized by CSUN, university functions, and community affairs. Provide UNLV students the opportunity to work in a fully student-run radio station, under the aegis and control of CSUN Student Government. Offer opportunities for qualified students to provide entertainment programming tailored to the diverse student body and the local community. III. Structure A. Rebel Radio Operating Staff The operations staff of the CSUN Rebel Radio will consist of CSUN Director of Rebel Radio, CSUN Assistant Programming Director, CSUN Assistant Operation/Production Director, CSUN Assistant Campus News Director, and CSUN Assistant Advertisement Director. CSUN Rebel Radio Director 1. Be nominated and endorsed by the Executive Board prior to Senate approval. 2. The CSUN Rebel Radio Director shall be an undergraduate in good standing within their college and follow all CSUN Director grade policies and verification. 3. Administer to, execute for, and preside overall matters related to Rebel Radio. 4. Serve as the spokesperson for Rebel Radio. 5. Act as a liaison between the university media, local media, and CSUN only on matters relating to Rebel Radio and within in the boundaries of its responsibilities. 6. Nominate the assistant directors for approval by the Executive Board and the Student Senate, when deemed necessary. 7. Shall request and coordinate a staff to complete prescribed goals and objective described herein, when deemed necessary. 8. Fulfills duties of Assistant Directors in their absence. 9. In the event of vacancy in the office of the Rebel Radio Director, the Assistant Directors will move up in order of the list below. Rebel Radio Assistant Directors The Assistant Directors shall all be undergraduate in good standing within their college and follow all CSUN Assistant Director grade policies and verification. Assistant Programming Director 1. Supervise and coordinate the programming for radio station; creates monthly broadcasting schedule. 2. Supervises and monitors all program operations activities. 3. Ensures that all programming activities are conducted with the Rebel Radio Station's mission and goals, and which shall be in coordinate with CSUN's mission and goals. 4. Makes programming decisions and adjustments according to student response and other factors. 5. Work collaboratively with student disc jockeys to create quality programming. 6. Reports to the CSUN Director of Rebel Radio. Assistant Operations/Production Director 1. Directs, coordinates, and supervises the broadcast production department for on- and - o ff projects: develops programs, provides creative and logistical guidance to producers and other production staff. 2. Coordinates activities of personnel engaged in preparation of the station schedules. 3. Prepares schedules for talent and assigns talent to broadcast periods. 4. Reports to the CSUN Director of Rebel Radio. Assistant Campus News Director 1. Complies, dispenses, and files news stories and related copies with Program and Operations director. 2. Telephones people involved in news events to obtain further information or to arrange for on-air or background interviews. 3. Files and retrieves new stories and public service announcements. 4. Will focus on news, campus sporting events and student activities. 5. Reports to the CSUN Director of Rebel Radio. Assistant Advertisement Director 1. Plans and directs activities to secure and maintain advertising revenue for the Rebel Radio Station. 2 Identifies prospective corporate funding sources for proposed broadcast funding. 3. Reports to the CSUN Director of Rebel Radio. B. The Executive Committee: The Executive Committee shall consist of the following seven (5) voting undergraduate members: CSUN Student Body President CSUN Student Body Vice-President CSUN Senate President One (1) CSUN Urban Affairs Senator One (1) CSUN Senator The members of the CSUN Senate shall choose the two (2) CSUN Senators. In addition to the voting members, there are four (4) non-voting members: the Business Manager for Student Activities, a staff member from Division of Student Life, CSUN Rebel Radio Director and one staff member from KTJNV. These members are not serve as an advisor but as a resource of information and experience for the undergraduate members of the Executive Committee. The Chairman of the Executive Committee shall be the CSUN Student Body President. The Vice-Chairman must be one of the undergraduate members from CSUN Student Government. The Committee shall report to the CSUN Executive Board on a monthly basis and the CSUN Senate on a monthly basis. A monthly memo shall also be sent to the Dean of the Greenspun College of Urban Affairs. III. Financial Support The Executive Committee shall receive at the beginning of each fiscal year, a portion of the student fee revenue allocated to the CSUN Student Government. That amount will be first be approved by the CSUN Executive Board and then approved by the CSUN Senate. In addition to the funding, CSUN Student Government shall maintain ownership of all equipment in use by the Rebel Radio Station. It is understood that CSUN will be responsible for all maintenance, additions and replacements of this equipment. IV. The Rebel Radio Station shall provide Student Government with one hour of advertisement per day, which may be divided into multiple smaller daily air time during the Rebel Radio Station broadcast with the approval of the CSUN Student Body President and CSUN Director of Rebel Radio to broadcast during the calendar year. V. CSUN shall presume all authority over the Rebel Radio Station, the Rebel Radio Station shall assume all responsibility for the contents of broadcasts as stated in Article I of this resolution. VI. Amendments to this resolution shall require approval by a two-thirds (2/3) vote of the CSUN Senate. Financial reporting to the Senate is required at the first meeting of each month by the business manager.
