Dear S i r ; - I enclose herewith a portion of my f i l e in regard to collection of dockage at East San Pedro. I have been badly delayed in attempting to handle th is, on account of in a b ility to secure from the Southern Paoific people, any expression with r e ference to collection of dockage on vessels of the Banning Company.
