Sutton) v I am enclosing herewith Mr. Stoddard*a letter of April 12, 1951 to Mr. Reinhardt authorizing in­crease of 12£% per hou r in the rates of p a y of employees of Water Department of the LVLfcWCo., Las Vegas, Nevada, subject to compliance w i t h the regulations of the Wage Stabilization Board. I am also enclosing a copy of Mr. Reinhardt*s letter of April 10, 1951 to Mr. Stoddard recom­m e n d i n g this increase. 1 have advised Mr. Reinhardt that without prior authorization of the Wage Stabilization Board, he can put into effect under R e g ulation No. 6 increases in rates of p a y f or the office f o r c e , including a housekeeper and rooming house attendants, w h i c h are listed under column headed "New R a t e s ” : Base W k l y Wage Rate for 40 Hrs N e w • Rates W k l y Wage for 40 Hrs Steno. I have excluded the increases of 2&% an hour granted the house­keeper and rooming house attendants on January 25, 1950 in deter­m ining base date rates of p a y because I regard these increases as being p urely merit increases. I a m informed that the increases to the rooming house attendants were made to comply with the m i n ­imum wag e requirements of the Fair Labor Standards Act and the increase to the housekeeper w as made t o main t a i n the supervisory differential. These increases were separate and apart from the , ^ general increases which have from time to time been granted to all
