Sutton) v I am enclosing herewith Mr. Stoddard*a letter of April 12, 1951 to Mr. Reinhardt authorizing increase of 12£% per hou r in the rates of p a y of employees of Water Department of the LVLfcWCo., Las Vegas, Nevada, subject to compliance w i t h the regulations of the Wage Stabilization Board. I have excluded the increases of 2&% an hour granted the housekeeper and rooming house attendants on January 25, 1950 in determ ining base date rates of p a y because I regard these increases as being p urely merit increases. I a m informed that the increases to the rooming house attendants were made to comply with the m i n imum wag e requirements of the Fair Labor Standards Act and the increase to the housekeeper w as made t o main t a i n the supervisory differential.
