    STREETS & HIGHWAYS At this time a petition signed by four (4) freeholders requesting Petition for Vacation that the Board of City Commissioners vacate 8th Street from Bridger of South 8th Street to Clark Street and the alley between 9th and 10th Streets from between Bridger & Clark Lewis to Clark Street was presented to the Board for their consideration. Streets Thereafter, Commissioner Moore moved that the petition be referred to the Planning Commission for immediate recommendation. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Baskin Moore, Whipple and His Honor voting aye. Noes, none. Absent: Com­missioner Clark. APPLICATION FOR REFUND Commissioner Moore moved that pursuant to an opinion of the City OF LICENSE FEES Attorney, the request of Lawrence R. Palmer of Topper's Kitchen 419 South 5th Street and Bud E. Bodell, The Rib Bar-B-Q, 407 Fremont Street for refunds of licenses issued by the City Clerk be denied on the ground that the Board of City Commissioners have no authority to make refunds. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Baskin, Moore, Whipple and His Honor voting aye. Noes, none. Absent: Commissioner Clark. STREETS & HIGHWAYS At this time the recommendation of the Planning Commission was received 8th Street vacation approving the vacation of 8th Street between Bridger and Clark Streets, and the alley between 9th & 10th Street from Lewis to Clark, thereafter, Commissioner Moore moved that the recommendation of the Planning Commission be approved and the City Clerk authorized to post notices of a public hearing on said proposed vacation of South 8th Street between Bridger and Clark Streets, and the alley between 9th & 10th Streets from Lewis to Clark, and to set the date of said hearing for Wednesday May 21st, 1948 at the hour of 2:00 P.M. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Baskin, Moore, Whipple and His Honor voting aye. Noes, none. Absent: Com­missioner Clark. PRIVATE DETECTIVE In view of the communication from the Chief of Police relative to the AGENCY LICENSE - application of Jacques J. Norell for a city license as a private Jacques J. Norell detective, Commissioner Baskin moved that the application be denied. Motion seconded by Commissioner Moore and carried by the following vote: Commissioners Baskin, Moore, Whipple and His Honor voting aye. Noes, none. Absent: Commissioner Clark. ORDINANCE NO. 351 An ordinance entitled "AN ORDINANCE TO AMEND SECTION XXX, SECTION Drunk Driving XXXIII, SECTION XXXVI, AS AMENDED, AND SECTION LXXXIV, AS AMENDED, OF ORDINANCE NUMBER 170 OF THE CITY OF LAS VEGAS ENTITLED: "AN ORDINANCE OF THE CITY OF LAS VEGAS, REGULATING TRAVEL AND TRAFFIC UPON THE PUBLIC STREETS; ESTABLISHING A CENTRAL TRAFFIC DISTRICT; AND PROVIDING A PENALTY FOR THE BREACH OF ANY OF THE RULES OR REGULATIONS REGARDING TRAFFIC IN THIS ORDINANCE PROVIDED, AND REPEALING ORDINANCES NOS. 66, 68, 69, 86, 90, 94, 120, 124, 125, 127, 141, and 143 OF THE CITY OF LAS VEGAS, AND ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT THEREWITH," having been reported favorably by the committee composed of Commissioner Clark and Baskin was read to the Board for the first time. Thereafter Com­missioner Baskin moved that the proposed Ordinance No. 351 be approved on its first reading. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioner Baskin, Moore, Whipple and His Honor voting aye. Noes, none. Absent: Commissioner Clark. LIQUOR APPLICATIONS The following liquor applications were presented to the Board for their consideration: George C. King American Legion Post #8 Retail club 2300 S. 5th Weston W. Barnes Tom's Liquor Store Sealed Pkg. Liq. (mina.) 1027 S. Main Fred L. Be man & Pioneer Distributing Co. Whlse. Bev & B. J. Swanson 1129 A. Street importers bev & liq. Commissioner Baskin moved that the foregoing applications for liquor licenses be granted with the provision that the a plication of Fred L. Beeman and B. J. Swanson be issued subject to their obtaining a state license. Motion seconded by Commissioner Moore and carried by the following vote: Commissioners Baskin, Moore, Whipple and His Honor voting aye. Noes, none. Absent: Commissioner Clark. LIQUOR APPLICATION Commissioner Whipple moved that the application of Harry Farnow Harry Farnow for a retail tavern license At the Boulder Drug, 121 Fremont be denied. Motion seconded by Commissioner Baskin and carried by the following vote: Commissioners Baskin, Moore, Whipple and His Honor voting aye. Noes, none. Absent: Commissioner Clark. GAMING APPLICATION Commissioner Moore moved that the application of Harry Farnow for Harry Farnow one "21", one Roulette at the Boulder Drug Co., 121 Fremont be denied. Motion seconded by Commissioner Baskin and carried by the following vote: Commissioners Baskin, Moore, Whipple and His Honor voting aye. Noes, none. Absent: Commissioner Clark.
