I have no basis for questioning this statement and no in­clination to question it, but the thought occurs that if a change is made the Water Company will take over as an additional burden the furnishing of water to the considerable number now served under private contracts with the Railroad Company, This may have been considered. I believe it would be worth-while to investigate the facts and possibilities fully.' "It is Mr. Bennett's suggestion that division officers and Industrial Engineer at Los Angeles who are familiar with the Railroad's requirements at Las Vegas and the potentialities of the shop grounds, give con­sideration to the most practical method of developing an independent supply for the Railroad and the PFECo. "Will you please have Division Engineer get in touch with Industrial Engineer at Los Angeles, confer with General Solicitor Bennett and General Attorney Cory as to the legal features involved, and then make an investigation as to the requirements at Las Vegas and furnish report," In addition to assigning a Division Engineer, I sug­gest you also have one of your representatives Join In the solving of this problem, Mr. Perkins to furnish me a complete report and recommendation.
