In ths svsnt ths District and Union Pa* cifle ars able to agrss upon ths type and nature of ths pipe* lines and pumping stations to bs constructed by ths Union Pa* cifle pursuant to ths provisions of Section 2 hereof, said pips lines, appurtenances and pumping station shall be con* structsd under ths joint direction of the District and Union Pacific pursuant to a contract to bs entered into between ths Union Pacific and a contractor after bids have been obtained therefor.
