Dear Sir:- I have your letter of December ninth approving the arrangement suggested for loaning money to employees for building houses at Las Yegas. Perhaps my letter of the third was not entirely clear, but it was my intention, as well as Mr. Clark.*-s., that this entire transaction should be handled by the Las Vegas Land and Water Company, and that the Railroad Company should have nothing whatever to do with it.
