SENATE SECRETARY GOATZ called the roll. SENATOR CIANCI seconded the motion. Motion PASSES UNANIOMOUSLY 21-0-0. EXECUTIVE BOARD ANNOUNCMENTS VICE PRESIDENT PRO TEMPORE BROWDER: I need to take your pictures if I haven't already. VICE PRESIDENT CHRISTIANSEN: I ask you to move out of the order of the day to Associate Chief justice. PRESIDENT MORADKHAN: Dr. Harter will be coming to the Senate meeting April 12. Last week I said we need to change our Constitution for the bonding for the executive board, but the way it's written we don't need to. It's a systems thing and they have to change it. I was the only one to make it to the preschool dedication. I attended the Commencement Committee. They're looking at expanding the December graduation to two ceremonies and May for three and possibly one in August. Action item: Nomination/Selection of one (1) Justice to serve as the Associate Chief Justice. As submitted by Senator Sumner on behalf of the Executive Board. Motion PASSES UNANIMOUSLY 21-0-0. SENATOR CIANCI moved to nominate Justice Chapel. SENATOR CONWAY seconded the nomination. SENATOR CIANCI moved to nominate Justice McSherry. SENATOR CAZARES seconded the nomination. SENATOR CIANCI moved to allow each candidate to speak for no longer than two (2) minutes, followed by questions and answers, followed by discussion and a roll call vote. SENATOR HEEG seconded the motion. Motion PASSES UNANIMOUSLY 21-0-0. JUSTICE CHAPEL spoke on why he thinks he would make a good Associate Chief Justice. JUSTICE MCSHERRY spoke on why she thinks she would make a good Associate Chief Justice. 2 SENATOR DONNELLY: Why are you running for the position? JUSTICE CHAPEL: I think this is an excellent opportunity to hold another leadership position. I know Royi and Monica have asked rne to step up. JUSTICE MCSHERRY: I'm looking at this as more of a stepping-stone. I want to be the Chief Justice after Moas. I think this would be a way to be more involved. Only recently have I gotten involved, and I think this is a great way to do so. SENATOR CAZARES: How many cases have you sat in on? JUSTICE MCSHERRY: We both sat in on the election one. SENATOR MULLINAX: You said you weren't prepared? JUSTICE CHAPEL: I didn't know the meeting was today until about 2:30pm. SENATOR LEE spoke for Justice Chapel. REPORTS Senate Committee Reports SENATOR MULLINAX, RULES AND ETHICS CHAIRMAN: I draw attention to action item D. If you don't like what the committee recommends, then you have the full right to deny it. We had a long and thought provoking three hour meeting. If you want 3 to know what happened talk to me afterwards. The action item will be on next week. Please attend the committee meetings, because it's really hard to reprimand your friends. SENATOR DONNELLY, CAMPUS SAFETY AND AWARENESS CHAIRMAN: We had our first meeting on Friday. It was 45 minutes, and we talked about a lot of things, and about the shuttle system. We're going to get working on that as soon as we can. In a few weeks agenda there will probably be an item. SENATOR SOLDANO, BYLAWS CHAIRMAN: Bylaws met after Constitutional Revision. Everyone showed up. Action item T was unanimously approved to put Statutes with the Constitutional Revision Committee. SENATOR CAZARES, CONSTITUTIONAL REVISION CHAIRMAN: We met Sunday as well. It's on the agenda to pass what was submitted before. We passed it in the committee. There's amendments to the attachment. SENATOR CORPUZ, WAYS AND MEANS CHAIRMAN: Right now I'm just working on the budget with Dave Hill. I'm going to have the directors' input on their budgets. We're going to have another meeting soon. Last batch of magazines are in circulation. With the two boxes that are left, the original plan was to send them to other student governments. It's hard to find info, on it. So my Assistant said to send it to Deans and Provosts. We got our banner in today, and it will be going back to be redone for various reasons. We're getting a decent amount of submissions. Deadline is March 12. The target print day is April 12. We're still talking to classes and hanging tight. I'm a film student so I was trying to get students to submit scripts and still shots but that wasn't working very well so what we are going to try to do is publish a DVD to put in the back cover with like three students films on there. It's a lot cheaper than the centerfold would cost. SENATOR MULLINAX: With the DVD, then all the music majors could have songs on it too. We have a lot of great composers. ELECTIONS DIRECTOR EVANS: This week is election week. Everything is running really smoothly. Last week we had a testing. We went around to all the locations and found a spot where we can do an Ethernet drop, and after about four hours we successfully did that. I have an item on there talking about the voting booth locations because of the BHS building, but we fixed it. Pizza, Pop, and Politics went really well. Almost all the candidates were there. It was a lot better than the fall. The pizza was gone in about an hour. It's going on tomorrow so tell everyone to go over to the sidewalk cafe and get there early if they want hot pizza. If you have any ideas on how to improve it let me know. How the process is going to work is that they're going to present a picture ID, and the workers will look up their name in the book and then they'll type it in the laptop and it will say either okay or if they've voted. It will take a few seconds longer than last time. I went to the Clark County Election department today and trained all the workers. I want to thank my Board, they've been awesome the past two weeks. For those of you who are interested our official meeting will be next Thursday. If you need a Constitutional Revision on the ballot I need it by the Friday before spring break. After this week, you'll have a chance to talk about the general election and why there's two elections and how that works and with the revisions that will be on there. SENATOR MULLINAX: I think today went well, but I think it would've went better if there was a sign telling people what they were doing out there. I think that would help, or at least start earlier. SENATOR JIMENEZ: I thought that the display down in the MSU looks good. ENTERTAINMENT AND PROGRAMMING DIRECTOR LONG: This Friday is a Noonscene with DJs giving away House of Blues tickets the whole time. Tuesday and Thursday under the stairs, we're giving out passes to the Princess and I. It's for the Showcase. It should be only UNLV students for the sneak preview. Working on 5 Rebelpalooza. The skate ramp is a part of Rebelpalooza. So we have a side stage and vendors. I've got pro BMX skaters, so they can watch all day long. I have a class that I teach and one of the groups is dedicated to sponsorships. The class is going to find sponsors, so it should pay for itself. So that's what you should tell this guy and other students. On the agenda we have a thing for a program. SENATE PRESIDENT AMES QUIT A: Is there any sponsorships to date? ENTERTAINMENT AND PROGRAMMING DIRECTOR LONG: No. SENATOR CAZARES: When is Rebelpalooza? ENTERTAINMENT AND PROGRAMMING DIRECTOR LONG: April 24 from 2pm- 11pm. SENATOR CONWAY: You going to have alcohol there? ENTERTAINMENT AND PROGRAMMING DIRECTOR LONG: We're going to try for it. Depends on who we use. NEVADA STUDENT AFFAIRS ASSISTANT DIRECTOR BLOOD: Lecture tonight at 7:30pm at the Marjorie Barrick Auditorium "Reel Bad Arabs: How Hollywood Vilifies a People" by Dr. Jack Shaheen, Professor Emeritus Mass Communications at Southern Illinois University. We are co-sponsoring a small dinner reception for the speaker and panelists that Director Tegano is attending right now. Voter Registration Booth up last night at the Vagina Monologues, successful. Next lecture coming up on Thursday, March 4. We contributed just under $500.00 to help the History department bring Dr. William Cronon to campus. He is a leading environmental historian in the country, and it is wonderful we were able to help bring him here. Soon after, we have a lecture coming up on March 11 that we'll keep you posted on for next week. The Programming Budget is accommodating a co-sponsorship of Dr. Jose Guitterez, leader of the Chicano political movement, on campus with the Honors College in the next few weeks. SENATOR CAZARES is help leading this effort. We are pleased to have Dr. Guitterez on campus this month. I'm working on the survey issue. We recommend that CSUN help support the Student Involvement Impact Assessment Survey since they are further along in development than we are. We would like to include some question on their survey, and we will therefore modify the kinds of questions we ask in our to be different from those being addressed in the Student Involvement survey. We will not duplicate efforts, and because of the high cost and lack of approval that we still have at this point to spend in upwards of $9,000.00 on our survey, go ahead with what is in the works because we would indeed benefit from any and all knowledge we can find. A Board of Regents report was submitted by NEVADA STUDENT AFFAIRS DIRECTOR TEGANO last week to the Executive Board for review. Please see E-Board members or NEVADA STUDENT AFFAIRS DIRECTOR TEGANO if you'd like to read a report of talk about the Regents. Book Scholarships. NEVADA STUDENT AFFAIRS DIRECTOR TEGANO has hooked up with VICE PRESIDENT PRO TEMPORE BROWDER and 6 SENATOR MACDONALD to coordinate efforts. VICE PRESIDENT PRO TEMPORE BROWDER has an excellent idea of how to structure a book scholarship program, and the NSA Board members liked his idea and would like to help make this a bylaw. Be on the lookout for this in the coming weeks. Pizza, Pop, and Politics. ELECTIONS DIRECTOR EVANS talks about this. It's successful. We're planning a forum with the Rebel Yell for general election candidates next month. Scheduled for Monday, April 12 at 5pm in the ballroom. VICE PRESIDENT CHRISTIANSEN: The two candidates will be up there something earlier. I have an action on here for the pay. It was approved for the whole year. That should be removed, and after we get the new OSI director we'll be going upstairs so they can meet the other directors. REBEL RADIO DIRECTOR GREENROCK: The schedule is about 95% done. It will be done Friday. The artist of the month is Biggie Smalls. We ran out of memory so I'm going to get more. I have two assistants on the agenda, they're W and X. That should be it for this week. CSUN SERVICES DIRECTOR IZZOLO: We have another organization meeting this Wednesday at 6pm. My board will be meeting Wednesday after the meeting to approve the organizations that were on the ball. Organization packets are due Thursday at 5pm. I have an event on Thursday because I have to do it to graduate. My assistant will be there from 2pm - 5pm. We have eleven organization checks in. SENATOR FLINNER seconded the motion. a. Action Item: Approval of an amount not to exceed $1,500.00 to be paid to UNLV Student Involvement & Activities for co-sponsorship of an Impact Assessment Survey to be conducted by The Canon Center for Survey Research. Intercept Survey will be done April 13-21, 2004. Costs to be encumbered from the CSUN 2702 FY04 Senate Discretionary budget. As submitted by Senator Cianci on behalf of the Executive Board. (See attachment 34.11.01). SENATOR CAZARES: What does the impact assessment do? TOM STUDDART: I have a copy of the assessment as it stands now. (See minute's attachment 34.11.02). It measures the programmatic one to see if there's an impact on the students. We're looking at sequences and looking to see what programs actually have a connection. To see if we need to reevaluate them, we need to see if they still make sense too. SENATOR CAZARES: Will those results be available to CSUN? STUDDART: I'm prepared to present them with Canon at a meeting. SENATOR DONNELLY: Is this the same survey you talked to PAN and IFC about? STUDDART: No, but that's asking about fraternities and sororities. It's very separate. SENATOR SUMNER: The $1,500.00, that's just to getting it out. STUDDART: The total cost is $3,300.00. A lot of it is staffing. It's like running a scantron and then compiling the data. It's staffing driven. SENATOR HOLMQUIST: You don't have any of your staff running it? STUDDART: They recommend to limit the questions so that it is in a time span of five minutes. We don't think the questions are rocket science. I can look to see if we can make more compiled questions. Very possibly some might be one question at the end. PRESIDENT MORADKHAN: As I have asked you, could we get new questions? 9 STUDDART: My expectation would be that CSUN would provide the questions. PRESIDENT MORADKHAN: So how many questions can we submit? STUDDART: Two to four formal questions narrowing it down. VICE PRESIDENT CHRISTIANSEN: You said that Canon is staffing, and you also said that your staff is working. STUDDART: The table is between SIA and Canon during the intercept, and the other is just Canon for validity circumstances. SENATE PRESIDENT AMES QUIT A: Read from NEVADA STUDENT AFFAIRS DIRECTOR TEGANO's report. Now some directors we kind of question them, this is one director that has so many incredible ideas. If she says we should go for it I think we should. We do a like assessment that is different than this one. I voted for it. She has my complete confidence. SENATOR FLINNER: I have no problem helping with this thing, but I do think that if we're paying for it, I think we need more information for CSUN. I think we should have more questions. SENATOR CAZARES: If you take a look at these questions we sponsor most of these events, but we might get more questions about CSUN specifically. I see a great outcome from this. NEVADA STUDENT AFFAIRS ASSISTANT DIRECTOR BLOOD: We're going to do our own survey. You always think about CSUN, but this is going to help the students. This is going to benefit the students. You have to remember you represent the students, and it will benefit them. STUDDART: In terms of the types of questions, Family Weekend is half, Homecoming one third. We tried to allow more questions about those. We tried to ask about what programs specifically CSUN does. In terms of the NAS director, I have met with her and we're making sure that we're not duplicating efforts so we have good info to present to the students. SENATOR SUMNER: How many of these surveys do you think need to be completed? STUDDART: Canon recommends 1,000. That's crossing out the issue of people filling it out one to three times. That intercept was done four years ago. I don't think we'll have a trouble reaching it. I am shooting for 1,500. SENATOR MULLINAX: Will you have it in the MSU? STUDDART: It's at six locations on campus, and two are near the MSU. 10 SENATOR MULLINAX: I feel that most people here are already here and involved. SENATOR CONWAY moves to Call the Question. NEW BUSINESS SENATOR CAZARES moved to approve new business action item A. SENATOR CIANCI seconded the motion. a. Action item: Approval of amount of $7,000.00 for the American Society of Civil Engineering PSWRC Student Conference. Regional conference and competition for civil engineering students to be held at Cal Poly in San Luis Obispo, California. Costs to be encumbered from the CSUN 2702 FY 04 Senate Discretionary account. As submitted by Senator Cazares. (See attachment 34.11.02). SENATOR THOMPSON: SENATOR CORPUZ, how much do we have in the discretionary? SENATOR CORPUZ: $18,885.84, including the last item. SENATOR CAZARES: Every year the civil engineering students participate. It consists with 17 schools. It has a whole bunch of engineering events. If you win the regional you go on to the nationals. On the proposed budget, it has a cost breakdown. The hotel and registration is set in stone. SENATOR THOMPSON: Where is the other $2,100.00? 11 SENATOR CAZARES: If you look at the first page it's in donations. It's single people donations. We've had teachers donate through the year. We had a trailer this year, and that's why it's increased so much. About four years ago, CSUN sponsored $3,000.00 for a trailer. We're selling spaces for advertising on the trailer. So we're going to make sure that the CSUN log will be permanently displayed on the trailer. We are sending out letters next week to firms to ask them to help sponsor. If not we're going to ask for a loan from the chapter, but we know we can raise some money since you donate every year. SENATOR DONNELLY: Have you gone to this before? SENATOR CAZARES: I've gone to the last three. SENATOR ESPINOZA: How much are they paying out of pocket? SENATOR CAZARES: $55.00 SENATOR LEE: How many people are going? SENATOR CAZARES: 45. SENATOR LEE: Do you select the students? SENATOR CAZARES: We send out the forms, but most are recognized through the organization. SENATOR LEE: Is there limits on membership? SENATOR CAZARES: Anyone is welcome. You don't have to be an engineering major to join. We do have two to three non-civil engineering majors going. Motion PASSES 19-1-1. SENATOR HOLMQUIST opposes. SENATOR MACDONALD seconded the motion. Motion PASSES UNANIMOUSLY 21-0-0. Guideng spoke on why he wanted to be the OSI director. Larson spoke on why he wanted to be the OSI director. SENATOR AUSTIN: Getting out the word. What are your ideas for letting the general public know? GUIDENG: We could set up a website for each of you to not set up the bureaucracy. So if we're out there we can have a team ready. LARSON: I would say a lot of visual publications to give awareness, and an active communication. SENATOR AUSTIN: About the street team what are your ideas? GUIDENG: Knowing my experience, we just need five people that are motivated and to give them the credit they deserve. They have me and my team we could go out in full force LARSON: I believe it is very important because it's hard for one person to get the information out. There's a lot of areas of campus where we can give out info. SENATOR SOLDANO: The past OSI director, he was able to donate a server do either of you know how to maintain an apple server? GUIDENG: Normally there's only one program. Whatever it is. It's harder is getting it started. LARSON: Same thing. SENATOR SUMNER: I don't have a lot of ideas. I don't think putting their name in the Rebel Yell is going to do anything. If you want me to come to your meeting, I don't see this as correcting the problem. SENATOR CRAWFORD: I think I agree with this for the crime, but I don't think it's a bad way. We're in the political realm. It's obviously not as big. If they want to run again their opponents can look it up and use it against them later. It makes it very public. SENATOR FRIEDLIEB: I agree with SENATOR SUMNER in that I don't see what it will bring. Yes students will see it I think that a better punishment in the future would be a monetary fine. SENATOR CAZARES enters at 7:45pm. SENATOR ZANDER: If the point is to put them in the paper, but if you not going to run again it doesn't really matter. SENATOR DONNELLY: This is kinda like what they talked about in the Rules and Ethics meeting. We're putting one of our fellow Senators out there. They talked about apologizing. I don't know if it's the best way to do it. SENATOR CIANCI: In order to achieve that you would have to have both parties agree. SENATOR ESPINOZA: If we put them on the paper of the Rebel Yell it would make us look bad. They won't think we're good. I think it would be negative press for the whole. SENATOR JIMENEZ: I don't think our job is that hard in the first place to do it. Why don't we approve this and then approve another punishment later. 15 SENATOR FLINNER: Basically I really see this as a light slap on the wrist. The worse that would happen is that the Rebel Yell would laugh at us. A better solution would be to make them speak on a monthly basis. SENATOR CAZARES: In response to publicizing it, I had people come up to me and ask me about the Rules and Ethics about SENATOR CIANCI. I don't see how unaffected it would be. SENATOR MACDONALD: Just kinda on Rules and Ethics in general, ruling on your peers is a different situation to be put in. I understand how people think it is weak, but the ideas I gave were all turned down in the meeting. SENATOR MULLINAX: The meetings are open. This whole conversation could have been done at are meeting so you can come and talk. Not turning in the piece of paper. The reason we added the rule no people didn't turn it in. It was still a rule. This was the first time they've been brought up. The fact that we're doing anything is a step above. Go to the meeting to speak. The fact is it's documented. And second of all you need to do your job and not worry about what other people think except for your constituents. If we don't police our own who's going to do it.
