Bracken: Referring to your letter of March $th, suggesting that we resume the publicity campaign in the matter of conservation of water: I question the necessity or advisability of resuming the campaign this year. I do think, however, that we should bear our proportion of expense of a uniformed officer to protect us against willful waste.
