Commissioner Bunker moved the City Attorney be authorized to prepare the necessary instrument to extend the aforementioned concession agreement. Motion seconded by Commissioner Peccole and carried by the following vote: Commissioners Bunker, Peccole, Whipple and His Honor voting aye; noes, Commissioner Moore. REQUEST EQR SEMI-BLOCKADE Commissioner Peccole moved the request of the Clark County Chapter - Safety Council National Safety Council that a semi-blockage of Wengert Street between 10th and 11th Streets inaugurating a "Play Street" in this area be denied. Motion seconded by Commissioner Bunker and carried by the following vote: Commissioners Bunker, Peccole and His Honor voting aye; noes, Commissioner Moore, Commissioner Whipple passed his vote, CITY EMPLOYEES Commissioner Whipple moved the letter from the Las Vegas City Employees PROTECTIVE ASSN. Protective & Benefit Association of August A, 1950 be ordered filed. Motion seconded tor Commissioner Moore and carried by the following vote: Commissioners Bunker, Moore, Peccole, Whipple and His H0nor voting aye; noes, none. ORDINANCE NO. 430 An ordinance entitled: AN ORDINANCE TO AMEND SECTIONS 8, 9, AND 10 OF ORDINANCE Amendment to Garbage NO, 313 OF THE CITY OF MS VEGAS ENTITLED: "AN ORDINANCE DEFINING GARBAGE, RUBBISH, DIRT, AND DEAD ANIMALS; REGULATING THE COLLECTION AND DISPOSAL OF GARBAGE, RUBBISH, DIRT AND DEAD ANIMALS IN THE CITY OF LAS VEGAS; THE FEES TO BE PAID THEREFOR, AND MATTERS RELATING THERETO; AND PROVIDING PENALTIES FOR THE VIOLATION OF THE PROVISIONS THEREOF; AND REPEALING ORDINANCES NO/ 138 and NO. 267, AND PASTS OF ORDINANCES IN CONFLICT THEREWITH." ALSO REFERRED TO AS SECTIONS 8, 12, and 14 CF CHAPTER 14 OF THE LAS VEGAS CODE, was reported on favorably by Commissioners Peccole and Whipple with the following amendment to be added to Section 4: "Section 4: Provided further that the provisions of Section 2, hereinabove set forth shall not be enforced prior to January 1, 1951." Thereafter the foregoing entitled Ordinance No. 430 as amended was read in full to the Board. Commissioner Peccole moved Ordinance No. 430, as amended, be adopted. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Moore, Peccole, Whipple and His Honor voting aye; noes, Commissioner Bunker. ORDINANCE No. 406 An Ordinance entitled: "AN ORDINANCE TO AMEND ORDINANCE NO. 297 OF THE CITY Amendment to Pawnshop LAS VEGAS ENTITLED: "AN ORDINANCE PROVIDING FOR LICENSING AND REGULATING Ordinance THE BUSINESS OF PAWNBROKERS AND PAWN SHOPS, AND DEFINING THE SAME: FIXING AND IMPOSING THE LICENSE FEE TO BE PAID THEREFOR; PROVIDING REGULATIONS FOR THE CONDUCT OF SUCH BUSINESS; FIXING PENALTIES FOR THE VIOLATION THEREOF; DEFINING ALL DUTIES OF CERTAIN OFFICERS IN CONNECTION THEREWITH, AND TO REPEAL ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT HEREWITH." ALSO REFERRED TO AS CHAPTER 22 OF THE LAS VEGAS CITY CODE, was reported on favorably by Commissioners Bunker and Peccole with the following amendment to be added: "Section 8: The area for which a license may be issued for a pawnbroking business is confined to the district bounded by the east side of Main Street, the south side of Stewart Avenue, the west side of Second Street, and the north side of Carson Avenue, and also on both sides of West Jackson Avenue between North D Street and North F Street." and thereafter read to the Board, as amended. Commissioner Bunker moved Ordinance No. 406, as amended, be adopted. Motion seconded by Commissioner Peccole and carried by the following vote; Commissioners Bunker, Moore, Peccole, Whipple and His Honor voting aye; noes none, SERVICE & MATERIAL Commissioner Moore moved Service & Material Warrants Nos. 1980 to 1986 inclusive WARRANTS in the total amount of $22,661.86 be approved and the Mayor and City Clerk authorized to sign same. Motion seconded by Commissioner Peccole and carried by the following vote: Commissioners Bunker, Moore, Peccole, Whipple and His Honor voting aye; noes, none. CIGARETTE LICENSE At this time the following applications for license for the Retail Sale APPLICATIONS of Cigarettes and Tobacco Products were presented to the Board for consideration: CITY HALL 5th & Stewart Sts., Bruce Sutton 2nd & 3rd Quraters MIDGET MART 1521 G. Street Etta Bullock 3rd Quarter CHARLESTON INN 17 W. Charleston Bruce Sutton 3rd Quarter OVERLAND HOTEL 101 N. Main Bruce Sutton 3rd Quarter MACDONALD HOTEL 208 North 5th Bruce Sutton 3rd Quarter Commissioner Whipple moved the foregoing applications for license be approved.
