Dear Sir: Beferring to our recent conversation in reference to vacant lots in Block 17 that we still own, vhim are as follows: Lots 3 to 11 inclusive, and Lots 15 and 16, which face on Second Street; and Lots 20 to 32 inclusive, facing on Third Street, •this block "being originally designated as one of the redlight district, and being situated directly back of Black 16, which is now entirely occupied by the red- light district: It makes the valuation of this property very much less than the valuation which was placed thereon at the time of opening the townsite; and we are facing a very grave con­dition as to know what to do to take care of our negroes and mexican element, which are mostly employed in and around the shops. ' I would like to suggest that we place these lots on the market at a price of *'100*00 per lot for inside lots, and *125.00 for the corners. I believe in doing this that we will be able to dispose of most all of these lots, within a very short time, to the colored population, as a great many of them are living thereon now and paying small ground rental, simply because they cannot afford to buy lots at the old es­tablished pries, which was ^500.00 per lot, and *750.00 for comer lots.
