311 Thereafter Commissioner Moore moved that Ordinance No. 367 be approved on its first reading. Motion seconded by Commissioner Baskin and carried by the following vote: Commissioners Raskin, Clark, Moore, Whipple and His Honor voting aye: noes, none. NO. 368 An ordinance entitled: AN ORDINANCE LICENSING, FOR THE PURPOSE OF RECITATION AND REVENUE, TRANSIENT Merchants MERCHANTS, ITINERANT MERCHANTS, AND ITINERANT VENDORS, AS HEREIN DEFINED, IN THE CITY OF LAS VEGAS; 1st Reading FIXING THE FEES THEREFOR AND OTHER CHARGES IN CONNECTION THEREWITH: PROVIDING A PENALTY FOR THE VIOLATION OF ANY OF THE PROVISIONS THEREOF; AND REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT THEREWITH; AND OTHER MATTERS PROPERLY RELATING THERETO, was reported on favorably by Commissioners Moore and Whipple and read to the Board for the first time. Thereafter Commissioner Moore moved that Ordinance No. 368 be approved on its first reading. Motion seconded by Commissioner Baskin and carried by the following vote: Commissioners Baskin, Clark, Moore, Whipple and His Honor voting aye; noes, none. ORDINANCE NO. 369 An ordinance entitled: AN ORDINANCE LICENSING, FOR THE PURPOSE OF REGULATION AND REVENUE, SOLICITORS Solicitors AND CANVASSERS, AS HEREIN DEFINED, IN THE CITY OF LAS' VEGAS; FIXING THE FEES THEREFOR AND OTHER 1st Reading CHARGES IN CONNECTION THEREWITH; PROVIDING A PENALTY FOR THE VIOLATION OF ANY OF THE PROVISIONS THEREOF; AND REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT THEREWITH; AND OTHER HATTERS PROPERLY RELATING THERETO, was reported on favorably by Commissioners Moore and Whipple and read in full to the Board for the first time. Motion seconded by Commissioner Baskin and carried by the following vote: Commissioners Baskin, Clark, Moore, Whipple and His Honor voting aye; noes, none. emergency ORDINANCE An emergency ordinance entitled: AN ORDINANCE TO REPEAL ORDINANCE NO. 270 OF THE CITY OF LAS No. 372 VEGAS ENTITLED: "AN ORDINANCE CREATING THE PLANNING COMMISSION FOR THE CITY OF LAS VEGAS, DEFINING THE POWERS AND DUTIES THEREOF AND HATTERS RELATING THERETO.", was read in full to the Board. Thereafter Commissioner Whipple moved that Emergency Ordinance No. 372 be adopted. Motion seconded by Commissioner Clark and carried by the following vote: Commissioners Baskin, Clark, Moore, Whipple and His Honor voting aye; noes, none. PROPOSED ORDINANCE An Ordinance entitled; AN ORDINANCE TO REGULATE AND PROHIBIT THE SOLICITATION OF FUNDS IN THE Solicitation of Funds CITY OF LAS VEGAS: FIXING A PENALTY FOR THE VIOLATION THEREOF AND OTHER MATTER RELATING THERETO," was read to the Board by title and referred to Commissioners Baskin and Clark for report. RESOLUTION —No. 121 On motion duly made by Commissioner Clark, seconded by Commissioner Whipple and carried unanimously Deputy City Attorney it was resolved that it is necessary and proper for the Attorney to have a deputy and that S. George Gilson be, and he is hereby appointed as Deputy City Attorney of the City of Las Vegas, Nevada. There being no further business to come before the meeting Commissioner Whipple moved this meeting adjourn until October 22, 1948 at 2 P.M. Motion seconded by Commissioner Moore and carried by the following vote: Commissioners Baskin, Clark, Moore, Whipple and His Honor voting aye; noes, none. ATTEST: APPROVED: City Clerk Las Vegas, Nevada October 22, 1948 A regular meeting of the Board of City Commissioners held t is 22nd day of October, 1948 was called to order At the hour of 2:15 P.M. by his Honor Mayor E. W. Cragin with the following members present: Commissioners Baskin, Moore, and Whipple. Absent: Commissioner Clark. Also present: City Manager J. M. Murphy, City Attorney C. Norman Cornwall and City Clerk Shirley Ballinger. PROPOSED ORDINANCE At this time there appeared before the Board numerous people interested in the proposed ordinance Solicitation of relative to the solicitation of funds in the City of Las Vegas. His Honor Mayor Cragin stated that Funds the said proposed ordinance was submitted to committee at the last regular meeting. It is law that proposed ordinances be referred to committee, who in turn report favorably or unfavorably. Since Commissioner Clark, member of the committee, is absent and Commissioner Baskin is unable to report, the Board will take no action at this time. However, interested parties will be notified of an open hearing to be held, at which time a committee will be appointed among business- men and those protesting against the proposed ordinance to work out an applicable ordinance. Reverend Hayden appeared before the Board at this time relative to the City purchasing certain property on the Westside for play ground purposes. His Honor asked Reverend Hayden to make an appointment with City Manager J. M. Murphy and discuss the matter with him. His Honor read a letter from Mr. John Freeman and Mr. C, w. Davies dated October 22, 1948, relative Bus stops to the placing of benches at bus stops. After considerable discussion Commissioner Baskin moved that benches be allowed at bus stops on Fremont east of 5th Street. Further that this matter be referred to the City Manager for handling. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Baskin, Moore, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Clark. Commissioner Baskin moved that the minutes of September 30, October 5, and October 7, 1948 be approved by reference and the Mayor and City Clerk authorized to sign same.
