Las Vegas - May 3, 195** W 2>1-B As stated in my letter Z am sending herewith one copy of Proclamation issued by Mayor Pro-Tern Reed Whipple, which is dated April 21* 195^* X am also sending you herewith copy of newspaper clipping from the Las Vegas Sun dated April 29* which comments on the Proclamation but does not print the Proclamation as issued. This Proclamation, as issued by Mayor Whipple, seems to me to be rather mild and when Mr. Rounthwalte, City Manager, called to deliver a copy of the Proclamation I suggested that in order to emphasis© the waste of the water situation that Mr. Rounthw&ite give some publicity to the City ordnance which pro­hibits wasting water as indicated in the last paragraph of the clipping.
