M y reason for placing all of this before you is because it appears from M r. Hamilton's letter of April 9 to me (copy enclosed) that there was a disposition on the part of M r. Renwick to place upon the District the responsibility for dragging out the negotiations. As a matter of cold fact, we are all pretty disgusted with the dilatory tactics of the Union Pacific and frankly feel that if a "blast" is in order it should be leveled against the Railroad Company rather than the District. This is being dictated late Saturday afternoon and I plan to call you about it Monday morning.
