Organized, detailed proposals that are comprehensive in scope and lay out strategies and schemes of action for something to be done. Examples include land use control law, zoning, and urban redevelopment omnibus plans of cities or towns for housing, industry, commercial, and recreational facilities and their impact on environmental factors.
