Kevin M. Kelly was part of the investigation of bias against the gay and lesbian community in Nevada's court system. He was born in Boston, Massachusetts on September 10, 1945. Kelly served in the United States Military during the Vietnam War, but was discharged due allegations of being gay. He moved to Las Vegas, Nevada in 1978 where he was involved in a robbery and shooting incident with a male prostitute in 1982, publicly exposed as gay during the incident's court trial, charged for felony sodomy, and lost his job as a judicial officer due to the incident. He later served on a task force to investigate bias Nevada's court system in 1992, and honored in 1994 by the Gay and Lesbian Community Center of Southern Nevada for his work.
