Nevada District 5 Assemblyman Zelvin "Zel" Lowman moved his family to Las Vegas, Nevada in the early 1950s where he began work for a company that became Nevada Power Company. In 1966 Lowman successfully ran for the Nevada State Assembly and held that office between 1967 and 1977. He was honored as the Outstanding Freshman Legislator by his fellow legislators in his first year of public service. He also served as the Majority Leader and Chairman of several committees. Lowman had a long career at Nevada Power and retired in 1978 as director of public relations. He later worked in real estate as a broker-salesman at the Mary Lowman Realty. He also served as court administrator for the 8th Judicial District of Nevada.

Lowman was a moderator of the Sun Youth Forum during the 1960s. He was presented the Heart Award of the Local Variety Club and was given the Meritorious Service Award of the Secondary School Principals for outstanding service to education. Other civic activities include service as director of the Las Vegas Chamber of Commerce and chairman of the Allied Arts Council of Southern Nevada and Nevada State Council of the Arts. He served as a member of the Civil Service Board and was chairman of the Better Business Bureau, Employers Association of Southern Nevada, and Uptown Kiwanis Club. In 1993, an elementary school was named after him for his service to youth. Zelvin Lowman passed away February 28, 2006 in Las Vegas, Nevada.
