Lucius Blanchard grew up in Ahoskie, North Carolina, and attended the University of North Carolina Medical School at Chapel Hill. After acquiring his medical degree, he joined the military for two years and upon leaving became chief resident for the University of Louisville. While there, he took dermatology training and cancer surgery training in the University of Wisconsin allowing him to specialize in skin cancer surgery.
In his first year of dermatology residency, he met Dr. Harold Boyer who lived in Las Vegas. Dr. Boyer asked him to think about coming to Las Vegas, Nevada. While in Wisconsin, Lucius trained with Fred Mohs who invented a special type of skin cancer surgery. After that training in 1978, he moved to Las Vegas to work with Dr. Boyer. They set up practice on Eastern and Charleston when Blanchard joined the Rotary Club and became very active in community and civic affairs. He was part of a project through the Rotary Club to eradicate polio, volunteered for the American Cancer Society, was in charge of a skin cancer education program and went to isolated rural areas in Nevada to set up health fairs providing cancer examinations free of charge.
Over the years Dr. Blanchard has owned several private businesses including a piece of the Rio Hotel.
