Lease of the Las Vegas Ranch by Las Vegas Land and Water Company to Willie T. Stewart, Earl Leavitt, and William Udell Stewart. The document lists 13 terms and conditions including such topics as land use, water use, and fiscal responsibilities. "Exhibit A", which is referenced below, is mentioned in lease term number two and shows specific areas of the ranch . The area outlined in yellow was to be used for dairy operations and the red outlined area for grazing purposes.

Letter written by the Nevada state engineer to the mayor of Las Vegas regarding the water use from the Las Vegas Aquifer, which was roughly equal to the recharge rate. The state engineer recommended that a group of property owners form a group, perhaps called the "Las Vegas Valley Water Improvement District" to pursue the acquisition of additional water from Lake Mead and thus allowing for future development and growth of the City of Las Vegas and surrounding areas.
