From the Elizabeth Harrington Photograph Collection (PH-00291). Inscription with image reads: "Bill authorizing construction of Boulder Dam was signed Dec. 21, 1928 by President Calvin Coolidge. Those participating in the ceremony were from left to right: Elwood Mead, Commissioner of Reclamation; Congressman Phil Swing, California, author of the Bill; President Coolidge; Senator Hiram Johnson, California, author of the Bill; Congressman Addison T.
