    Dear Mrs. Hoggard,
I want you to know that sharing with you and
Elton Garrett the great honor of being named
"Distinguished Citizen of Nevada" was one of
the most memorable and meaningful recognitions
    I shall ever receive.
Whatever contributions I have made to our
community and to our State to be deserving of
such honor become all the more significant
in knowing they stand with the great dedication
and leadership both of you have given throughout
    the years.
In a sense, this is a way of saying "thanks
for a job well done." And no finer tribute
    can be paid anyone.
It is indeed a great honor to have been so
recognized. It is an even greater honor to be
able to share the pride of this occasion with
    you.

Mr. President and members of the Board. I am speaking tonight for
Trustee Bernice Moten, who would like to request that you consider the need
for a structured program stressing the need for parental involvement in the
solution of disciplinary problems before expulsion from Valley High School.
I deeply regret that I must again refer to "skin color." However,
there is no substitute for experience. While I do not agree with many of
the methods employed by our young people in their search for equality, please
believe me, I understand their frustrations.
Although I know (being Black) that many of their demands are justified,
still their methods of appeal oftimes have served only to alienate the power
structure. So, must we as Blacks, conclude that many of our appearances
before you have been of no benefit and classified only as "Exercises in
Futility?" I hope not. I believe that we here:in Las Vegas'are in a unique
position to do much more in the area of interracial progress.
In order to properly project the future, we should research and effectively
assess the past. Education is the golden key that unlocks the door to better
living and parental involvement is the handleW
Having a Governor who has repeatedly demonstrated his intense interest
in "Education for All" and a young dynamic Superintendent of schools who has
persistently tried to "touch all bases" in the process of upgrading Clark
County Schools, I envision much success with the addition of parental
    i nvoIvement.

    Dear Dr. Guinn:
Please accept this as a letter of application for the position of Consultant to the School Board's Committee on the Lunch Program. This proposed position is described in the enclosed letter addressed to Mrs. Helen Cannon.
Among the lessons to be learned from the School District's - experience in recent years with voluntary integration of elementary schools are' the need for close communication'among Board, administration, schools, and community, as well as the necessity of fair and even-handed treatment of both black and white communities. The proposed role of the Consultant to the Board Committee would contribute effectively in both these areas.
I ask your careful consideration of the proposal itself and of my possible qualification to serve in such a role, and I look forward to your early reply.
    Sincerely,
    Mabel W. Hoggard
