AN ACT to validate all acts and proceedings of the Las Vegas Valley Water District for the authorization, issuance and sale of bonds of said district. The People of the State of Nevada, represented in Senate and Assembly, do enact as follows: 1 SECTION 1. All acts and proceedings heretofore taken by or on 2 behalf of the Las Vegas Valley Water District under law, or under 3 color of law, for the authorization, issuance and sale of bonds of said 4 district are hereby confirmed, validated and declared legally effective. 5 This shall include all acts and proceedings of the board of directors 6 of said district including, but not limited to, the terms, provisions, 7 conditions and covenants of any resolution adopted by the board of 8 directors of said district providing for the issuance and sale of said 9 bonds, the fixing of rates, the redemption of bonds before maturity, the 10 levy and collection of taxes, the pledge and use of revenues, and 11 the establishment of funds, and all acts and proceedings of any person, 12 public officer, board or agency heretofore done or taken upon or in 13 connection with the authorization, issuance and sale of said bonds. 14 All or any part of said bonds heretofore authorized by vote of the 15 qualified electors to be issued and hereafter issued and delivered in 16 accordance with said authorization shall be legal and binding obliga- 17 tions of said district, notwithstanding any changes which said board 18 of directors may hereafter order to be made in the maturity dates of 19 such bonds, provided that said bonds are made to mature within the 20 period of time specified in the notice calling the election. 21 SEC. 2. (a) This act shall operate to supply such legislative author- 22 ization as may be necessary to validate any such acts and proceedings 23 heretofore taken which the legislature could have supplied or provided 24 for in the law under which such acts or proceedings were taken. 25 (b) This act shall be limited to the validation of acts and proceed- 1 ings to the extent to which the same can be effectuated under the state 2 and federal constitutions. 3 (e) This act shall not operate to confirm, validate, or legalize any 4 act, proceeding, or other matter the legality of which is being con- 5 tested or inquired into in any legal proceeding now pending and 6 undetermined, and shall not operate to confirm, validate, or legalize 7 any act, proceeding, or other matter which has heretofore been deter- 8 mined in any legal proceeding to be illegal, void or ineffective. 9 SEC. 3. This act shall become effective upon passage and approval.
