Copied onto Las Vegas Valley Water District stationery with a date stamp from the law department of the Union Pacific Railroad Company, an article from the Las Vegas Sun newspaper reports that the water district's plan to lay a pipeline from Henderson to Las Vegas may be endangered because of lack of a right-of-way.

    12 LAS VEGAS SUN Sunday, April 18.1954, More Trouble Snags Valley Water Line Right-of-Way Plans Real trouble loomed for the Las Vegas Valley Water Dis-trict today as Secretary Harry Miller revealed that plans to lay a pipeline from Henderson may run into right-of-way snags in Washington. The ominous note was struck in a letter from Senator Pat McCarran who wrote, "I think I should warn you that there may be trouble ahead." Miller had sent McCarran a proposed bill granting the district right-of-way through government land which the pipeline must pass, and received his warning that it might run into trouble in the Interior and Insular Affairs committee of the Senate. The Senator said he will go ahead and introduce the bill, but criticized it as being so broad in scope that it would permit the water district or Basic Management Inc. to demand virtually any land for virtually any purpose. The senator said he doubts that a bill with such broad language will ever receive approval of the committee, let alone the senate. McCarran also mentioned something he called the Morse formula, which requires the payment of reasonable value for federal land given to a local agency such as the water district. The senator said he is contacting the Department of Interior, and Committee Chairman Hugh Butler of Nebraska asking that the bill be expedited.
