Letter from F. H. Knickerbocker and R. B. Robertson (Los Angeles) to C. R. Gray (Omaha), April 20, 1931

Gray - Omaha Industrial Unit No. 1 at Las Vegas lies out- side of the franchise territory of the Las Vegas Land and Water Company although, with one exception, all of the lessees receive water from that Company's City lines. In the instance of the Rio Grande Oil Company, our most recent lease, City authorities would not permit tearing up the streets to make a connection with the Water Company's lines and as the Railroad Company had no service available, temporary service was obtained from the Pacific Fruit Express private line. The Water Company is adjusting its rates for domestic service and desires to discontinue the unauthorized industrial connections. We are negotiating additional leases for location south of the Rio-Grande parcel, for which sites water is not now available. To clear the situation, we suggest: 1. Railroad Company construct water main in locations and of sizes as indicated on the print so that service can be afforded to each Lessee from Railroad supply. The proposal includes service to about 150 ft. of vacant property southerly from the Rio Grande Oil Company lease. (This frontage is now under negotiations - if further leases are made, the 4 inch line can be extended later). 2. When this system is ready for service, the Water Company and Railroad Company to serve formal notice upon all users in Unit 1, informing them that within thirty (30) days present service will be discontinued and users must arrange with Railroad Company for service from the new system. 3. Co-incident with this notice, Railroad Company to offer to each user, its usual form of water contract, which form provides that user must pay cost of meter and at its own cost, install connection with Railroad main and distribution lines within the leased property and must pay monthly for metered water at prescribed rates. To carry out this program will require the construction of 122 ft. of 8 inch line; 1263 ft. of 6 inch and 1040 ft. of 4 inch with necessary valves and connections, all estimated to cost R&E $3470; OR $90. We suggest a 4 inch line southerly as there seems no probability of this line being called upon to serve other than lease purposes. For the northerly line we suggest 6 inch as future developments north of Carson Street may require this particular line to supply other Railroad services.
