I agree.The Chamber of Commerce had been trying to push people into voting for the creation of the Las Vegas Valley Water District, but considerable opposition had been forming. Folger asks for permission to present true facts about the issue to people through radio and the press.

TELEGRAM Las Vegas, Oct. 10, 1948. W R - Los Angeles: Mr Ashby's A-75 re: proposed Water District: Considerable opposition to water district is developing principally to secrecy attending proposed set-up, lack of information regarding cost of proposed water line and increased water rates to pay bond issue. Apparently considerable pressure is being exerted by gambling joints south of city limit to put over water district and extend pipe have previously refused to do, and city officials feels this would deplete supply available for city, which it would. Note no city officials attended meeting Oct. 1st, and there appears to be sharp difference of opinion between county and city officials on subject. Obvious intention of Chamber is to stampede people into voting water district by over-emphasizing water situation and creating an emergency which does not exist and probably will not for number of years to come, as total water withdrawn from underground channel last year was less than 1946. Act authorizing water district places too much power in hands of directors, including power to condemn private property, levy taxes and fix water rates without control of Public Service Commission. Recommend we be authorized to present true facts to people through medium of press and radio, without taking sides in controversy between city and county, and let voters decide for themselves at election Oct. 19th.
