Las Vegas - February 21, 1948 W 18-1-12-A Mr. Frank Strong: Referring to your letter February 5, file 1-7334, with regard to withdrawal from the Ranch Lease 80 Acres desired by City for sewer plant site and an additional 10 Acres for the Elks: I return herewith duplicate original of Proposal to Withdraw, accepted by Mr. Stewart and his partners. In this connection, assume you have received copy of letter from City Health Officer prohibiting use of effluent for irrigation purposes on the Ranch because of the health hazard to dairy cows; also City Manager's letter February 18 notifying us that they will terminate deliveries of water to the Ranch June 1st. Mr. Stewart called at the office this morning and we discussed this in detail. Anticipating some action of this nature, Mr. Stewart recently disposed of all the dairy cattle and now has no milk cows on the Ranch. However, he has about 225 head of beef cattle, which, of course, require feeding and he was inquiring what arrangements could be made to supply him with water from some source to take care of his future hay crops. I believe we should now give consideration to drilling 2 wells on the Ranch in the locations we discussed if our Company plans to continue operating the property for Ranch purposes. Probably one well could be advantageously located on the east side of North Fifth Street just north of the bend in the road north of Pioneer Monument; and the other near the old septic tank to take care of irrigation at the east end of the Ranch. Stewart has about 60 Acres in alfalfa, which will mature by the end of the 90-day period mentioned in City Manager's letter, but beyond that cannot make any plans without some assurance of water. A.
