Tom Campbell, president of the district; has instructed the bond­ing firm of O’Melveny and Myers to proceed with details necessary for the setting up of the bond election, executed sometime near the middle of August; - Campbell said the law first re­quires the. setting up of several precincts and a special registra­tion for voters. In addition, he said, engineering data must be brought up to date to include re­cent improvements to the water system,
