I b e lie v e i t c e r ta in ly should make a handling charge i f i t performs any handling s e r v ic e , and such charge must, o f course, conform to the rates s p e c ifie d by ordinance. But in the case o f the American-Hawaiian Company, and also the business passing over the F ir s t S tre e t wharf, the c i t y performs no handling s e rv ic e , and th e re fo re I can see no ju s t ific a t io n fo r making a handling charge, and i f the American- Hawaiian Company is operatin g as a steamship company only and not as a pu blic u t i l i t y , i t can absorb the cost o f handling in i t s fr e ig h t ra te i f i t so d e s ire s .
