Gentlemon;- I am re lia b ly informed that the handling and wharfage charges, as collected from shippers and con­signees on t r a ffic handled over your wharf at Wilmington on Inbound business, are only 13|$ per ton. This charge, as you know, is a startlin g reduction from the rates promulgated by your Honorable Board, and we understand it is a serious offense to charge more or less than authorized by you, I am also re lia b ly informed that your atten­tion has been called to these matters, but the charges up to the present writing have not been changed. As you possibly know, we have two very impor­tant docks served by this Company and owned by private individuals who are collectin g properly the legal rates as made by you. The situation is becoming serious from the fact that the d iffe re n tia l in favor o f your Wilming­ton dock is controlling a large amount o f business which is being diverted from this Company and steamship inter­ests friendly to us. I w ill appreciate it very much i f you w ill kindly advise me what action you have taken to see that
