"_______________________ _ ‘ s u g g e s t i o n s OF THE STANDING RATE COMMITTEE FOR THE PURPOSE OF EFFECTING AN ARRANGEMENT WHICH" WILL FACILITATE THE DISPOSITION OF MATTERS THAT C O M ^ BEFORE IT, AND REDUCE THE NUMBER OF SUBJECTS TO BE CONSIDERED BY THE GENERAL TRAFFIC OFFICERS. The following report of the Standing Rate Committee, as modified by the meeting, was approved-(except as noted) for recommendation to the Executive Officers. | . - ' - -i The Standing Rate-Committee submit for consideration by the General Traffic and Executive Officers the following suggestions-for the purpose of effecting an'arrangement that will facilitate the disposition of matters that come before the Committee, and to establish a plan that will reduce the subjects to be considered bv the General Traffic Officers to those which cahnot be decided except by conference. The Committee-from "its experience believes that much good will flow from a change in the present working arrangement, as many of its recommendations can be disposed of by mail declarations, and the other suggestions are made with a view of obtaining prompt disposal of subjects that should not be delayed pending a general meeting, also to provide a plan which we believe will be more satisfactory to the shipping public.. MAIL PROPOSITIONS. 1 That the rules of organization be modified to permit the Chairman to submit for mail declarations the recommendations of the Rate Committee. Experience has indicated that delay will result unless the mail vote plan is adopted. Some of the changes submitted'to the Committee are. of an emergency nature, and as under the present plah there is no.method of expediting such subjects, the Rate Committee is of the opinion that the roads will be subject to criticism for delay in connection therewith. It is therefore suggested that the^General Traffic Committee recommend the adoption of a plan which will authorize the Chairman to submit the unanimous recommendations of the Rate Committee as soon as-issued by letter proposal for the JUNE, 1920 £0 declarations of-interested members as to approval thereof, subject to the proviso that responses thereon not received within fifteen days from date of such submission shall be considered as favorable to the submitted proposition. Should the replies received to such a proposal be unanimously favorable, the Chairman be authorized to at once make announcement by rate notice accordingly. Should objections to mail "proposals result, or should any member so request, the subject involved to be included in the docket for the next succeeeding meeting of the General Traffic Committee. “ f JUNE, 1920 NOTICE TO SHIPPERS OF RECOMMENDATIONS AND FINAL ACTION. 2. That all parties of record in connection with" dockets, either as proponents or by appearance at hearing thereon or letters in relation thereto, upon request., be notified of the recommendations of the Rate Committee at the same time such recommendations are issued in the shape of docket reports, and that such parties be -also informed of the final action. . < The present plan provides for notification of shippers of subjects before the Committee, but does not provide for information to shippers of the disposal thereof. NOTE.— This section was not approved by all lines and it was understood that same would be transmitted to the Executive Officers as a majority recommendation. SIGNATURES TO APPLICATIONS. 3. That rule be adopted requiring that all applications for changes in rates, rules or regulations be signed personally by the General Freight Agent or officers of higher rank. CLERICAL, TYPOGRAPHICAL AND OTHER ERRORS. 4. That clerical, typographical and other errors occurring on or after March 1, 192Q, resulting from an improper-understanding o f authority, compilation of tariffs, etc., may be corrected without docketing; the Chairman to be advised in each instance of the action taken. SWITCHING TARIFFS. 5. That switching tariffs may be amended to include new industries at rates currently in effect in the district or locality in which such industries are or will be located, or amendments may be issued to provide for the elimination of an industry, change in name, locality, etc., without notice of such change to this Com­mittee .or other carriers. •» STATION LISTS, DISTANCE TABLES, ETC. 6. That changes in station lists, distance tables and tariffs containing dimensions and capacities of cars, may be amended without securing authority through the usual docketing process. OBSOLETE OR UNUSED RATES. 7. That where investigation by any carrier may disclose the absence of necessity for the continuation of any rate-, rule, regulation or practice, tariffs may be amended to provide cancellation thereof without the formality of docketing such proposal for consideration and approval, subject, however, to the condition that all carriers who may be affected by the proposed action be consulted and shippers or consignees confirm that "there is no longer any necessity for the continuation of the rate, rule or regulation which it is proposed to cancel. The Committee shall be fully advised of the proposed action by the proponent setting forth in detail the con­templated change or changes, coupled with the statement that all parties are in accord therewith. Record shall then be made-by the Committee and distributed as information in the form of a Rate Advice. RATES ESTABLISHED UNDER RULE 77. 8. That where tariffs contain provision that all or certain rates are subject to the requirements of Inter­state Commerce Commission Rule 77, such tariffs or rates may be amended by reducing the rates at interme­diate points to those in effect to or from the more-distant points. Where such action affects the territory of carriers other than that proposing the correction, the Committee shall be advised of the contemplated action, such advice to set forth the intended correction and its effect at intermediate points. The Committee shall convey by circular complete information so that all lines involved may, if they so desire, proceed to the amend­ment of their tariffs for the purpose of establishing a parity of rates. 51
