Biggs Please refer to my letter of November 12, 1963, to you and Mr. Renwick's letter of November 18,'1963, to me, concerning the unauthorized use of water by Mr. Cy Rouch from our Cottonwood Springs pipe line. --- I am of the opinion that we are not required to furnish water to Mr. Rouch. X am also of the opinion that any unauthorized ”tap" in the pipe line can be enjoined by court order. Consequently, we can commence an action against Mr. Rouch to restrain and enjoin his use of water from this pipe line. Please advise me if you recommend a termination of the unauthorized connection.
