Since the Valuation Act requires that the present vame be reported, the difficulty of ascertaining ttatt value, if such value exists, does not excuse the Commission from the performance of its duty. The carriers should assist the Bureau la the valuation of this property, should make claims therefor on a reasonable and conservative basis and should prepare proof of such claims. What Facts are Relevant in the Determination of Value: In accordance with th e pr inc iples above enumerated, the earn e r s are advised to make a careful study of the conditions . and circumstances affecting the value of the particular right under valuation, and of the facts which evidence the value. => There are here listed certain factors affecting the value of »ater rights. It is not thought that all of these factors may be found in every case. Their existence and relative importance will depend on the circumstances of the particular case. The weight to be attached to any one of them is not a matter which can be discussed in generalities but will depend on the particular circumstances of the particular case.
