I am not sufficiently familiar with the laws of Utah on this point to express an opinion. f suggest that -an understanding be reached covering all points in connection with this service and that the file then be forwarded to Mr. George H, Smith, General Attorney for Utah, for preparation of proper form of contract and a resolution of the City Council of Fillmore City authorising the execution thereof.
