Mr. A.S.Halsted, General Solicitor, Los Angeles, Calif. Dear Sir: Referring to your letter to me of October 19th with reference to contract with City of Fillmore for water supply for the Railroad Company at that point and returning your file which includes the nine copies of the contract referred to: wishes included in the contract the provision that the City should have the right to cancel the agreement in the event that the City requires all of its water supply for its own needs. I have not corrected the contract by inserting a pro­vision to that effect for the reason that Section 8 of the contract gives each party the right to cancel the contract at any time upon thirty days written notice. This undoubtedly will give the City the right to cancel the contract on thirty days written notice if it had not the water to supply us for our sufficient needs.
