Dear Sir: It would be appreciated if you would have an engineer from the Railroad Company contact Mr. Francis Thorne, whose office is in the New State Building on Bonanza Road, and arrange to investigate fully the conditions surrounding Applications No. 15140 and Application No. 15754. The Attorney General has advised us that it is the responsibility of the State Engineer to thoroughly investigate any and all applications to change the point of diver­sion, place and manner of use of water. We are unable to determine that any valid appropriation has ever been made by the Los Angeles and Salt Lake Railroad Company under their Application No. 15l4o. Very truly yours, HUGH A.
